I am having issues uploading google photos to certain websites, such as Walgreens, Snapfish, or Sams Club. For example, on Walgreens when I choose the upload photos, I get the screen below which requires me to select photos from Google. However,  the screen only shows a limited number of photos, and even when I search for an entire album, the viewer only shows limited photos from that album. How do I view all photos in the album for uploading?

Did you create that album yourself containing the selection you want have printed? 
Or is it a general album with many thousands pictures? 

PS: the screenshot shown is no album, but a part of the endless library (timeline) on Google Photos.

Actually that is a screenshot I posted in February when there was a hiccup with the Picasa API and I suspect Walgreens haven't upgraded to the Google Photos API

I think the problem is that since Google is a rolling strip of photos, the other sites do not know where to stop pulling photos.  It would seem to be a simple fix where Walgreens/Snapfish could just pull the first 100 or something or have you select, but unfortunately Google/Walgreens/Snapfish/etc. did not quite seem to think this through.  I think I found a solution though - put the photos you want in Google Photos into an album and then select that album in the printing website.  You have to take all the search terms out in order to see your albums, as others pointed out.  Hope this helps someone.

To make them available. go to the web @ https://photos.google.com/sharing and open the shared album.  Select the photos you want to use and click on the + icon top right and add them to a new or existing album.  Once added they will be visible from Snapfish along with your other albums,

Nevertheless, did you make some changes in the settings of the app like changing the setting from original quality to high quality? Or, did you transfer the photos from one phone to another?
 
If you can recollect what action you took and then that caused a trigger to start the backup again, will help in suggesting the right solution.

However, there can be multiple reasons for the backup not to happen.
 
# The quantum of photos to be backed is high.
# WIFI connectivity is intermittent. Too many devices connected to the same router thus restricting the bandwidth.
# Download & upload speeds are too asymmetric.
# Google Photos app is not allowed to use
  • Data in the background
  • Mobile data
  • Mobile data while roaming
# Activation of data saver through the settings.
# Putting a limit on the daily use of mobile data through the settings in the app.
# Putting a limit on the use of total data in a month through the settings in the phone.
# Activating battery saver or super saver mode.

My problem is that even if I compress the photos to high quality, this won't give my quota back. I don't know if you get what I am saying. I wanted my photos to stay in high quality so that they can be considered quota-free prior to the new high-quality policy. I guess there is no way to get it back since it now counts against my quota no matter what quality I upload photos in.

The face recognition feature is still evolving & is likely to err particularly when faces are either near about or blurry.
 
Nevertheless, you can correct that manually through the following steps.
  • Tap to open the photo which contains incorrectly identified faces & then slide up or tap the three dots.
  • Tap the edit icon at the extreme right edge. (An icon of a pencil circled in the screenshot above). That will show identified faces in square boxes & their thumbnails at the bottom. 
  • The ones with a - sign are the identified faces. Tap on that & the face will get transferred to the collection of thumbnails with + sign.
  • Now tap the + sign. Then the app will show you all the identified faces till that time. You can select the right one. Then the photo will get transferred to the right collection.

Currently the Album name is used as the title meta data for share URLs which is AWESOME. However that only works for albums, ie: when there is more than one photo or video in the album.

It would be great if when sharing a single photo or video, the description of the image/video—if defined—could be used as the title for the meta data. That way when you are sharing a single item, the unfurled URL would contain something meaningful in the description as opposed to just "New photo/video by Cam Slice". The "by Cam Slice" part is fine, but ideally it would be prefixed (or replaced completely) by the image/video description, for example: "My Furry Feline by Cam Slice

I've already submitted this as feedback via the app itself. Thought I'd post it here to see if I get any traction.

Nevertheless, when you tap the delete icon in the Google Photos app, a warning appears telling you what will happen if you proceed. On your phone, that message asks, "Remove from Google account & synced devices?"
 
When you attempt to manually empty the trash/bin in Google Photos, another warning appears that explains the consequences of permanently deleting those pictures and videos. 
If you choose to proceed anyway, there is nothing that any of the volunteers in this forum can do to help you recover your pictures.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

There can be multiple reasons for the backup not to happen.
 
# The quantum of photos to be backed is high.
# WIFI connectivity is intermittent. Too many devices connected to the same router thus restricting the bandwidth.
# Download & upload speeds are too asymmetric.
# Google Photos app is not allowed to use
  • Data in the background
  • Mobile data
  • Mobile data while roaming
# Activation of data saver through the settings.
# Putting a limit on the daily use of mobile data through the settings in the app.
# Putting a limit on the use of total data in a month through the settings in the phone.
# Activating battery saver or super saver mode.
