While opening the account  photo icon, I saw a blue dot on my account profile photo. Presuming that the blue dot is a new notification, I tried to open that. When I clicked the same, some process started and all the photos were dissapeared.There after I rebooted my device and again opened my Google photos account but no pictures were available. I shall be grateful if you could help me in getting my photos back.

When we tap the profile icon, that only presents further options & nothing happens unless we tap on some of the options?
By any chance, have you retained a screenshot of the message appearing after a tap on your profile icon?
That would have helped to know what happened exactly.
 
Did you make some changes through some other device or desktop? Then the app may be asking you to sync the changes on your current device also.
However, without knowing the exact text message appearing on the menu options, it wouldn't be possible to find out what has happened.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

Had you backed up the video to Google Photos?
 
Can you please verify that by visiting the link https://photos.google.com ?
Enter the link in any browser on your phone & then log into your Google account to view the photos backed up on Cloud.
 
If you do not find anything, then there are two possibilities.
Either, the items have moved to the bin.
The Bin icon becomes visible through the library view in the phone app.
Tap on the icon & then restore everything visible there.
 
Or, your backup was incomplete, so nothing got uploaded to the cloud.
The Google Photos app acts like a portal viewer showing everything from our phone and also the content backed up to the cloud,
Then, that creates a impression of everything getting backed up perfectly.
However, we need to check the status of backup periodically and look for the messages on "Backup and Sync" menu.
Further, we have to ensure every folder on our device is included in the backup & none shows a cloud symbol with slash.
 
If nothing was backed up to the cloud in the first place, regretfully, there is no way to recover those pics through Google Photos.

You have rightly informed the usual step to take a screenshot. Nevertheless, please check the documentation provided by the manufacturer as the method may vary from model to model
 
Once you have captured a screenshot, you can send that through Google Photos as an email attachment through these steps
  • Tap to open the photo.
  • Tap the share symbol at the bottom  
  • Under “Share to apps,” select another app to share. Swipe left to find more apps. 
  • Scroll through the apps list & tap on the required email app (Gmail, Yahoo etc.)
  • That will create a draft email with the picture as an attachment.
  • Add the email ID of the recipient. Add subject & content to the email & then tap send.

Yes, what you describe is correct.
 
When you "Add a photo to an album", it remains in the Photo stream.  You can put the same photo in multiple albums, it is just ~a different view~ of the original and does not increase the amount of space that you are using. 
 
If desired, you can "Archive" images you want to ~Hide~ in the Photo Stream.  Personally, I think this is a waste of effort, unless the photos are things like Receipts or personal things you don't want showing up there.

  • Good internet connection.
  • File sizes that can be backed up.  Your files won't be backed up if they are:
    • Photos larger than 200 MB or 150 MP
    • Videos larger than 10 GB. 👈 
    • Items smaller than 256 x 256.
  • File types that can be backed up.
    • Photos: .jpg, .heic, .png, .webp, .gif, and some RAW files.
    • Live photos can be backed up if you use the Google Photos app on your iPhone or iPad.
    • Videos: .mpg, .mod, .mmv, .tod, .wmv, .asf, .avi, .divx, .mov, .m4v, .3gp, .3g2, .mp4, .m2t, .m2ts, .mts, and .mkv files.
If you try to back up a file type not listed here, it may not work with Google Photos.
Important: Your Google Account storage is shared across multiple products like Google Photos, Google Drive, and Gmail. If you have used all of your storage, you won't be able to back up new files.

You should be able to view any photos on you phone using the Device folders section within the menu of the app:
  1. Open Google Photos on your phone
  2. Select the Menu draw (top left hand corner of the screen)
  3. Tap Device folders
This will list any folders that on your phone with media in them.
 
If your video is not listed in any of these folders, I'd recommend you download a file explorer app from the App Store. This may be able to access your SIM card storage.

When I download a photo that I uploaded before 1st June (using the PC 'backup and sync' program), the file size is low (always below 1MB). I haven't changed how I upload at all but all uploads since 1st June now appear to be much bigger files (approx 10MB usually).

This appears to be filling my storage a lot faster, so not sure if there is anything that I can do?

I have checked all of these choices and I can not locate those specific pictures.  I was trying nto long into Dustin's Google.  However the last password I know he had is not correct.  That no longer works and since he has passed I really can not ask him.  Can you get into his  Google and see if the photos are there.  I can give you all of his information.

Then all content will get compressed up to 15 GB or less, depending on your usage on Drive and Gmail and you upload new stuff to Photos and your mail may get blocked.

If you deleted an item and want it back, check your trash to see if it’s there.

You may also try to get a local professional to recover the photos from your phone storage,
but sorry to say Google cannot do anything about it.
