Please review the following information in case there are any options you haven't yet tried. 

1. Check your online account - photos.google.com
If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than on
2. Check the trash - photos.google.com/trash
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
 
If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos
 
3. Review other options
  • if you previously used Picasa, visit picasaweb.google.com and search for your photos. 
  • have you made any backups of the photos on your phone, camera, computer, or elsewhere?
  • there is a small chance that you can restore the photos using a recover deleted photos app (Android). I haven't used them myself so have no specific recommendations. There may well be more app options if you visit the appropriate app store and try other search terms. I don't see any similar apps on the iOS store, but you could check yourself. 
  • you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
  • If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.

# WIFI connectivity is intermittent. Too many devices connected to the same router thus restricting the bandwidth.

  • Data in the background
  • Mobile data
  • Mobile data while roaming
# Activation of data saver through the settings.
# Putting a limit on the daily use of mobile data through the settings in the app.
# Putting a limit on the use of total data in a month through the settings in the phone.
# Activating battery saver or super saver mode.

To reduce the photo size, you can do so through these two options in Google Photos.
  • Upload the picture in high quality. That will produce some size reduction.
  • Crop the pic to remove unwanted portions from the borders. That will give further sizer reduction.
Still, if you wish to have some more reduction, then please use another app "Snap seed" by Google.
Once installed, the editor in Google Photos shows that option through "More".
 
In the settings of Snap seed, you can do image resizing within a range from 4000 px to 800 px. Additionally, you can choose JPEG compression ranging from 95% to 85%
A combination of both options would resize the file to the desired number.

You can't move internal data to sd. 
I have a neat collection of about 50K at Google and on my simple Samsung A40 the app uses about 1 GB of space and that seems reasonable. But with a "billion in cloud" nobody can have a neat collection.
But if you don't use the Photos-app by choosing "use without account" under your profile, you can view your content in cloud via photos.google.com in the Chromebrowser and then you hardly use internal space.

Are you not finding your pics in Google Photos?
Had you backed up the pics to Google Photos?
 
Can you please verify that by visiting the link https://photos.google.com ?
Enter the link in any browser on your phone & then log into your Google account to view the photos backed up on Cloud.
 
If you do not find anything, then there are two possibilities.
Either, the items have moved to the bin.
The Bin icon becomes visible through the library view in the phone app.
Tap on the icon & then restore everything visible there.
 
Or, your backup was incomplete, so nothing got uploaded to the cloud.
The Google Photos app acts like a portal viewer showing everything from our phone and also the content backed up to the cloud,
Then, that creates a impression of everything getting backed up perfectly.
However, we need to check the status of backup periodically and look for the messages on "Backup and Sync" menu.
Further, we have to ensure every folder on our device is included in the backup & none shows a cloud symbol with slash.
 
If nothing was backed up to the cloud in the first place, regretfully, there is no way to recover those pics through Google Photos.

In the app you can't see your photos in the cloud - you need to view the site photos.google.com in the Chromebrowser. And in the general connection setting you must allow for mobile data usage when you need to view your content outdoor.

Are you sure that you really saved the images to your account (e.g., "Add to library")?  If so, you should see them at https://photos.google.com/u/0/
 
If you saved them prior to June 1 and they are "High quality" not "Original quality" they won't count against your quota.  Honestly, I am not sure about if they were shared before June 1 but added to your library after June 1.
 
I believe, but am not positive that the quota statistics may not update immediately.  I recommend that you check again tomorrow..  https://one.google.com/storage
 
Somebody else who is more certain might add some comments, but until I can really see something work I am not really sure.

This past weekend I took a little over 100 photos on my Samsung Galaxy S8+ which are stored on my SD card. I copied the files to their own folder, also on the SD card, as I do with all pictures I take. For some reason, Google Photos refuses to display the contents of this folder no matter what I do. I have force-stopped the app, cleared the cache, cleared all data, uninstalled and re-installed the app, all without any luck. I also tried re-naming the folder but no change. Using Sold Explorer I have confirmed that the pictures are in the folder and if I tap them they can be opened with Google Photos, so the images are not corrupt. 

I also run the DriveSync application to manually copy files from my SD card up to my Google Drive (been using it for years) and verified that the files also exist on the Google Drive. However, the images also refuse to appear in the browser version of Photos as well. 

Any suggestions as to why this specific folder will not appear? I'm at a loss at this point.

Please forgive me if I don't cover everything here but I'll try my best.
Firstly, the connection between Google Drive and Google Photos has been discontinued/disconnected. So using Google Drive is additional storage for your photos, but has no connection to Google Photos anymore.
 
That being said, have you previously stored images on your SIM card, and not your phone? From my experience, SIM cards usually don't have a lot of storage on them. Or are you referring to an additional storage memory card in your phone?

Thank you for your response. I was aware of the disconnect between Google drive and Google photos, but it's not applicable in this situation. I am not using the Google photos built-in backup option. Rather, I use a separate utility to copy all my pictures to Google drive for backup storage. In this instance, the issue I'm seeing is that the Google photos application will not display the contents of a folder that is stored on an SD card in my phone. I do not and have not ever stored photos on the SIM card. Hopefully this gives you some additional background on my particular situation.

This issue continues to cause problems for me, and I have still be unable to figure out exactly what is going on. I have confirmed that if I take a picture and then simply move that picture to any other folder on the SD card, the picture disappears from the "Photos" tab in the app. I have done this same process for several years now without issue - it is only recently that the pictures began disappearing from view. If I go to the "Albums" tab I can see the albums, view the pictures - everything is fine. It's just the Photos tab that is no longer behaving as expected.

I am sorry for my typo - 600mb not gb!
Which still seems way too much "user data" for a cloud storage app. My phone storage is maxed out and refuses to transfer apps to formatted micro SD, so I need to cut back on all this data.
So my question is as per original post.
Screenshot attached (560mb user data after deleting some stuff from the cloud - not sure why that would make a difference to internal storage).

That is nothing relevant Linda. 
I have a valuable collection of about 50.000 neatly edited pictures in Google cloud (many GB), but my app uses about 1 GB (= 1000 MB) on user data only. 
If you don't want to use Google for safety, you should remove your account from the app under the small circle right-up (use without account) - then the app becomes a purely passive viewer like any Gallery and then it hardly will use data.

PS: if you use Gmail for your daily mail, you can't avoid a certain amount of user data (700 MB at me) - you only may reduce the amount of GB's in your account when you delete years of old mails.

I understand that you created a "live album" based on a people album. In the people album you see 1200 photos but the album you created only 142. Correct ? 
 
I also noticed a difference between a people album and corresponding "live album", but never that extreme. I wonder whether Google just needed more time. Has anything changed ? 
I found some duplicates in the people album, which were not added twice to the live album, but that were low numbers. 
 
As a work around you can select all photos in the people album, and add them manually to the album you created.

I understand your answer but selecting 1200 photos one by one and adding them in a album is not possible I guess, there is an option to add all the pics of this people then also it takes 140 only. Moreover I have checked those are not duplicates & I wonder why there is so much of difference. I have added the screenshots for reference. Google always welcome user to come with the errors and issues so they can resolve it. So I have raised it,  more nothing else.

  • On a mobile device you can press the first photo, then swipe down. Selecting 1200 photos should take 1-2 minutes.

Thank you for your efforts in helping.  I tried that.  Strange that it will download fine, but not in Google photos for editing.  Once my video is downloaded, my phone app doesn't have the option to of rotation.  Ican do it in a roundabout way on my PC, but then I have to get it back into Google photos for my platform for sharing. My husband's phone works like a charm in Google photos.  Choose your video, tap on edit, and it's done.  Why does my phone always give the error in uploading message?  I have a 2 GB RAM and 7.1 android system.

Thanks, that's a useful clue. I get a similar error when trying to edit a video on my tablet with 2 GB RAM but not on my Pixel 4 XL phone with 6 GB RAM, so we may not have enough RAM. I'll check with other experts if this is the case.

So far I have unfortunately no information other than a hint 2 GB is not enough.

I want to delete my backed up photos ONLY on my Google photos and keep my photos just on my android phone. I have tried turning off the back up sync and deleting photos from my Google photos one by one but they still delete from my android gallery. It is very annoying.

However, regretfully, the design of the app doesn't allow a user to delete something on the cloud while retaining the one on the source device in a straightforward manner.
 
Still, you can achieve that through the complicated manoeuvres listed below. 
 
First, move all the pics on your phone to a folder excluded from backup. You need to use some file explorer app to do so.
 
The next step will become successful only if your current phone leaves a stamp of the device name in each photo.
For the next action, I suggest the use of a desktop computer.
 
There, please enter the link https://photos.google.com in Google Chrome & log into your account.
Next, enter your current device name in the search box. The program will show all the pics clicked & backed up through the current device.
Delete all those. Then, the photos app will contain the pics from your older devices only.

Nevertheless, when you tap the delete icon in the Google Photos app, a warning appears telling you what will happen if you proceed. On your phone, that message asks, "Remove from Google account & synced devices?"
 

When you attempt to manually empty the trash/bin in Google Photos, another warning appears that explains the consequences of permanently deleting those pictures and videos. 
If you choose to proceed anyway, there is nothing that any of the volunteers in this forum can do to help you recover your pictures.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.
