Anyone with the link can indeed view, add comments and add photos (if both options are turned on). They can also view these photos when not signed in to a Google account, thus you may never know. 
We (users) have no idea whether Google wants to change this.

Basically, it's great sharing functionality if you totally trust the people you're sharing with. It's also pretty lousy if you wish to remove access from anyone, as you have to remove sharing from everyone on the album, then re-share just to the people you want to continue sharing with. Then everyone that you re-share to has to re-accept the album share. Google Photos has a lot of promise but these issues have existed for quite some time and there is no sign that they'll be resolved.

The technique you use to create an album (re-upload the same photos directly to an album) should not create duplicates unless something changed in the photo or the metadata in the photo after the first upload. 

When there is a new upload you should see it in "Recently added" https://photos.google.com/search/_tra_
Do you see them there on top?

I assume that you uploaded your files using "Backup and sync". 
When you now :
  1. Create a new album 
  2. Drag & drop one of these photos straight in the album
The photo should appear in the album, but should NOT upload again.  Can you confirm that it does appear on top in https://photos.google.com/search/_tra_ under "uploaded today, and twice in the Photos tab?
If so can you compare both files by content? I use an older version of Total Commander for it. Or add both copies of the same photo to an album and share the link here.

By using the Backup & Sync app on your computer, you have chosen a complicated uploader which does sync your folders to Drive, but only copies their content to Photos. So what is on Photos is not synced with your computer anymore, but for Google they were uploaded via the app and not via your browser. 
And that maybe the reason that you get duplicates.
The normal way to create albums is straight on photos.google.com itself.

I both use my Android Phone and my pc to upload photos manually. Then copy all photos to my pc to store locally. I also use my pc to create albums and use the same name as folder name on pc.

I prefer web browser like Opera or Chrome to upload photos. I drag and drop files into Google Photos web site.

There will be no duplicate images on Google Photos.

Sorry, but we were both confused by the sentence: "Google Photos re-uploads them and it consumes time & bandwidth" in your first post. We thought that duplicates were uploaded, but you now say that this is not the case. Your question was only about the fact that it takes time and bandwidth. Correct ?
And you do NOT use Backup and sync on the computer. Correct? 
 
I did a small test and can confirm that the whole process takes time. Google has to verify whether the photo was already uploaded. I have no idea whether it now takes more time than it used to or whether the process is changed. The good news is that there are no duplicates uploaded. Thanks for clarifying.

Your experience that (i) uploading using Backup and sync, then (ii) uploading again from a folder to an album does create duplicates is worrying. For new users having many folders they want to convert into albums after they used "Backup and sync" I recommend that method, telling them that identical duplicates should not upload. Can you confirm that behaviour? I (luckily) never used B&S.

I too was misleaded by his reference to "Backup & Sync" and I only can do small tests like shown (in meantime deleted). But apparently Google sees the change in upload-path as a different picture and thereby creates exact duplicates. So better to remove that advise indeed.

I often use the same pc-folder for re-uploading because a few random pictures were added. Until a few weeks agoo the Google-check was very fast and only the few new ones were added - although the message was that 254 got uploaded which should have been: 250 were checked and 4 were uploaded. 
Now the checking suddenly goes very slow indeed, but there are no mistakes: only the new ones are added. 
I do not make any fuss about this because what I am doing is a bit abnormal :-)

Sorry Emin, this forum is run by volonteers, so we can't repair bugs - maybe due to the extreme covid- times causing heavy server overloads.  
You can use the feedback option under the question mark top right on the site photos.google.com to complain about. But I hardly can imagine that a bit of bandwidth is dramatic compaired to all social contacts over the day :-)

If no look-alike is stored, Google will not charge you. 
And if the file has good data ("exif"), it will hold its original data also. But with the stripped stuff from social media, you never can predict what happens. I have not tested that :-)

4. delete and upload photos

Meanwhile, could you please confirm if the face recognition works on the web version of the Google Photos (photos.google.com)? If not, just turn OFF and ON face grouping option by following the below steps:
  1. Open the Google Photos app.
  2. At the top left, tap Menu , then Settings.
  3. Next to "Face grouping," turn the switch ON.
Check out this handy help center article to "Find people, things, & places in your photos".

If that doesn't help, I'd suggest you try some of these basic troubleshooting steps:

On you Android Phone app:

  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.
  • Clear App data:
    • Open your device's Settings app (not the Google Settings app).
    • Touch Apps.
    • Select Google Photos in the list.
    • Touch Clear data.
  • Update the Google Photos app on your Android phone:

I see you selected 'Recovering photos deleted from the trash' as a topic, once you delete photos from Google Photos, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash.

If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos but you may wish to review the following options:
  • have you made any backups of the photos on your phone, camera, computer, or elsewhere?

The text "Free unlimited storage" seems removed from https://photos.google.com/settings but instead there is a link "Important update about your high quality storage. Learn more" where you can read:
"Your existing photos and videos won’t be affected
Photos and videos backed up in high quality before 1 June 2021 won’t count towards your free 36 GB of Google Account storage."
 
Storage used by Google Photos can also be used by "unsupported videos " on https://photos.google.com/unsupportedvideos (or via "Settings").

The slogan "free unlimited" has been ugly misleading, because your free space always was limited to 15 GB (or 17 GB including some old bonus). 
But within the 3 private applications (Drive, Gmail & Photos),  the usage for Photos was not counted if compression to "high quality " was accepted. And that was not clearly stated anywhere. 

After June 1 your usage for new uploads into Photos will get counted also, including some other stuff. 

PS: when using the Backup & Sync app for Windows-10, you will have a much more complex situation because the app syncs to Drive primarily and not to Photos at all. But what can be copied to Photos is not counted on Drive if high quality is chosen (again: until June 1).

Please note that, due to a variety of reasons, not all files can be recovered - but you can try!
 
1. Items deleted from your photos.google.com are stored in trash for 60 days and then are Auto-Deleted from trash and can not be recovered.
 
2. Items deleted manually from photos.google.com/trash can not be recovered.
 
3. Items deleted from your YouTube Channel can not be recovered.
 
4. Items deleted from your Gmail are stored in trash for 30 days and then are Auto-Deleted from trash and can not be recovered.
 
5. Items manually deleted from Gmail trash can not be recovered.
 
6. Items deleted from your Google Drive  will be stored in Drive Trash for 30 days and then be Auto-Deleted from Trash and can not be recovered.
 
1).If you are using a regular personal account
You will have to contact a Google Drive Specialist who *MAY* be able to restore it. Use this link:
 
2). If you use a work/student account (G Suite), you should contact your Account Admin as they can restore files up to 25 days after deletion.
