I've just noticed that vast swaths of my photos are stored "device only" and the explanation is "file not supported". When I open the images they are HEIC photos. 

Does anyone have a suggestion on how I may convert these or how to get them backed up?

That's so odd. Yes my app is completely up to date and I am using a S20. Do you have any suggestions on how to upload these images listed "Device-Only" to Google Photos?

I can confirm the photos that are listed as "Device-Only" are HEIC photos. The error message is "This isn't a supported File Type".

I am running Android 11 on a S20 with the May 2021 security patch. All apps are updated as well.

Please let me know if there's additional information I can provide that may assist in finding a resolution to the issue I'm experiencing.

Can you please try uploading the files through the weblink https://photos.google.com/ & see whether that works?
Tap on the upload symbol & select your phone as the source.
 
If that doesn't work, then as an immediate measure, please arrange to convert all HEIC images to JPEG using some third party apps & try to upload those in high quality.
 
Nevertheless, troubleshooting the current problem in the app will be a long drawn exercise. Still, can you try these measures?
 
  • Roll back all the updates if possible & then see whether the app uploads everything.
  • If that option is not available, then clear the stored data of the app, uninstall & reinstall that.
  • Have you updated the phone to Android 11? If not, please do so immediately.

To confirm, I am running Android 11 on a fully patched Samsung S20. The Google App is fully updated.

I was unable to upload via the URL you supplied. I was given a rather vague "can't upload item" error. I attached a screenshot after several attempts of a few different images.

After this failed, I took your advice and tried clearing thr app data, uninstalling and reinstalling the app.

A curious thing occurred I tried to capture. HEIC images as they populated in Google Photos would have a small upload symbol appear at the tip of the screen. When I would select it, thr image would then transform into "device only" before showing the aforementioned "file not supported".

Are you absolutely positive the app accepts HEIC images?

To debug why the app is not uploading the HEIC files would be a long drawn process.
 
Meanwhile, can you please install Snap seed & convert all HEIC images to JPEG?
Then you can upload those. 
Snap seed will leave the originals intact & create a new file. 
Later on you can decide what to do with HEIC images.

Thanks for the suggestion. At this time my preference would be to troubleshoot why I'm not able to upload these images when I'm told they are compatible.

I guess I could convert everything but that seems like a real hassle. The last time I did something similar I ended up wasting hours reinputting the date / meta data because they were mixed randomly into my Google photos library (I still find mixed up photos haha).

Can you give me suggestions how to resolve this issue?

My guess is you may have inadvertently turned on the "Raw + JPEG" image capture.
That will create two versions of the same image. One raw untouched & hence huge. The second in usual JPEG format processed by the camera software to make that smaller.
 
Nevertheless, you will have to go through all the camera settings to switch off the raw mode or look into the documentation provided by the manufacturer of your phone.

The backup process is automatic & starts uploading everything the moment you switch that on.
 
However, to ensure everything gets backed up, switch to the library view & tap "View all" on the folder's row.
Then verify whether any folder shows a symbol of cloud with a slash.
If so, tap on that folder & turn on the backup & sync for that one.
Repeat the same thing for every folder with a cloud symbol.
That will automate the whole backup process.

There is no way (that I know of) to share the actual photobook. You can however share an Album to add and review images. I believe the owner of an image would need to do any deletions.
 
In Google Photos the easiest thing if you are going to work on a photobook (especially if you want multiple people to participate) over a period of time is to create a temporary album to copy all the photos to..  Sometimes you might want to edit / crop a photo a certain way and then "Save copy" from the 3 dot menu (to retain both versions).
 
Then when you have all the images you want, use the "Order Photos" / shopping cart icon in the album to order the book.

If you deleted an item and want it back, check your trash to see if it’s there.
  1. On your Android phone or tablet, open the Google Photos app .
  2. At the top left, tap Menu   Trash .
  3. Touch and hold the photo or video you want to restore.
  4. At the bottom, tap Restore. The photo or video will be back:
    • In your phone’s gallery app
    • In your Google Photos library
    • In any albums it was in
If the item is not in your trash, it may be permanently deleted.
Don't see the photo or video?
If a deleted photo or video isn't in trash, you can’t restore it. You won't be able to restore a photo if:
  • You moved it to trash more than 60 days ago.
  • You moved it to trash, then emptied your trash.
  • You permanently deleted it from your trash.
  • You permanently deleted it from your device’s Gallery app, without backing it up first.
To find and recover photos easily, turn on back up & sync.
 
You may also try to get professional help, but sorry to say Google cannot do anything about it.
 
Tip: You can try using some data recovery apps from the play store. it might work.

Best to crop the chosen images into optimised squares before starting the collage.
