Regarding the _tra_ search, it doesn't appear that any of the 730 were actually uploaded (but it's strange, as only two images return when I do that search and neither are recent - see attached).
And re: quota, the change did occur in Photos rather than Drive. I don't have a *before* screenshot but I remember looking and being surprised that I had more space consumed by Drive than Photos, and it saying ~4 years expected before storage space running out. The Photos portion is now quite a bit bigger and overall storage space consumed is greater, reduced to ~2 years (also attached).

I had to reset my phone and decided to reorganize my Google photos into more albums while I was doing everything else. I created an album and selected photos to moved. Some did, but some didn't. I went back to look at those that didn't and they have a grey check mark (not the blue one) and I can't uncheck them either. I tried then to move another photo into a previously existing album and it wouldn't move either. Otherwise, the photos are there. I can download and share them. Any ideas?

1) I tried the incognito window. That did not work.
2) I've only uploaded photos from a compute (never from a cell phone)r. I never said OK when google photos asked if I wanted to sync my accounts. I thought that was the problem so I hit OK. After that it looks like my newer photos are gone no matter how I log in. However I can still see the ones that I shared by following the link to them. That is a good sign that the photos are still on google photos, but I cant edit the folder or access the pictures that I did not share.

But it is very unhandy to have two mail-accounts, unless for a special purpose like private and work.
So you have to decide yourself on which account you want to see all pictures: old or new?
Probably the new ones are a much smaller amount and then you easily can create an album that is shared with your old account and then you can download that contents into your old library.

To bring back the pics to your phone's storage, either, you can download photos one by one.
Regrettably, there is no option to do so on a batch of photos.
Alternatively, you can install the Google One app there is a one time option to restore up to two hundred most recent photos to the device.
However, the local folder structure can not be restored.
To do so, there is no requirement to join Google One, the option is available to everyone.
However, the method may not be effective to recover something when the count is more than two hundred.
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.

Unfortunately we can't explain why that has happened, but storage can be reduced by going to https://photos.google.com/settings and using the Recover storage option.
It is also best to check all points of upload to make sure there have not been any changes

The term "moving" does not apply to albums, but to device folders only.
So it not quite clear what you are trying to do.
If you select a few pictures on the Photos-page, you can hit the + right-up to assign them to some existing album or to a new album, but the orginals stay on the Photos-page.
Such albums can be shared, folders not.
And albums survive your phone, folders not.

You can't move pictures between albums because there are no pictures (copyfiles) in albums, but references to the mainstream only. So you only can add to albums, but you can't undo the grey checkmarks to prevent that you accidently remove a lot. You need to select a picture in the album itself with a blue checkmark and then you can remove the reference via the 3 dots.
Can't help that this quite unhandy since years, so you only can send a critical feedback via the app straight to Google via your profile circle.

Did you look on the Google Photos website before you turned in your old phone? That is really the only definite way to verify that your pictures have been backed up to your Google Photos library.
The Google Photos app is capable of displaying pictures that have been uploaded to your cloud library as well as those that are only available on your phone. So, just because you can see your pictures in the app does not always mean they have been backed up to the cloud.
It sounds like you may have turned in your phone without actually backing up all of your pictures. If that's the case, then unfortunately there is nothing that Google or any of the volunteers in this forum can do to help you get them back. Google can't help you recover files it never had in the first place.
