Please review the following information taken from previously recommended answers in case there are any options you haven't yet tried. 

1. Check your online account - photos.google.com
If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than one Google account, check all of them. 
 
2. Check the Google Photos trash - photos.google.com/trash
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
 
If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos.
 
3. Check the Google Drive trash - drive.google.com/trash 
If you deleted a file from the Drive trash you will need to contact a Drive Specialist directly to see if they can recover it:
  1. In a browser, like Chrome, go to the Google Drive Help Center.
  2. At the top right, click Contact us.
  3. Choose your issue and how you'd like to contact us.
4. Review other options
  • if you previously used Picasa, visit picasaweb.google.com and search for your photos. 
  • check get.google.com/albumarchive to see if there are any hidden albums containing posts to other Google apps
  • have you made any backups of the photos on your phone, camera, computer, or elsewhere?
  • there is a small chance that you can restore the photos using a recover deleted photos app (Android). I haven't used them myself so have no specific recommendations. There may well be more app options if you visit the appropriate app store and try other search terms. I don't see any similar apps on the iOS store, but you could check yourself.
  • If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.
 
Good luck, unfortunately if you have looked at all the options and still can't find your photos then there are no other possibilities we can suggest, other than if you have a Google One account you can contact 1:1 Support

If you install the Google One app there is a one time option to restore up to 200 most recent photos to the device. I say up to because after the Restore is finished there will be a maximum of 200 photos on the device including their use of the device's local storage space.
 
Unfortunately the local folder structure can not be restored.
 
There is no requirement to join Google One, the option is available to everyone and there are no tools available to restore more unless one by one by selecting the 3 dot option to Download while viewing photos.

Strangly I don't know what is missing as I have some recent ones saved from the week my phone died, how does google choose what order to back up? seems random what order it backs up. Is there a way to change it copy in order of date created? is it possible I still have them 800 pics n vids are saved somewhere or retrievable ??

You can do nothing about that, so you must trust that your local copy is reasonably up-to-date. 
Else you have to go to some repair-station and ask if they can copy the pictures that still are in memory on that phone to some usb-stick or to your computer. But I do think that hardly is possible. 

PS: even if your phone was not dying, uploading 800 items is very timeconsuming - especially if movies are involved. And the Photos-app on iOS can't work in background which makes the process even more tricky. 
So in general it is not a good idea to use Google on iPhone.

Head over to https://one.google.com/storage/management and check if the storage is in any of the trash places, or large files in Gmail, Drive & Photos, or just below in Unsupported videos. This should give a clue on where the storage is being used.
 
Up until the 31st May you can Recover storage at  https://photos.google.com/settings to reduce the storage used by Google Photos to zero.
 
The only change on June 1st that HQ uploads will use storage at a reduced size.

Have you chosen original quality as a format for backup? Then only Google photos will occupy space on Google Drive as of now.
Google photos should occupy zero space for the activities up to 31st May if you have chosen to save the pics in High-Quality format.

Nevertheless, the available space is shared between
  • Gmail
  • Files on Google Drive
  • Pictures in original quality & videos in an incompatible format in Google Photos collection.
To check what is occupying the space, you need to visit this link.

There, you will also find some tips on how to retrieve some of the storage space.
Follow those, but while doing so please ensure that you are not losing some critical data.
However, this link will show only the quantum of Original Quality photos & offer an option to delete those.
If you wish to convert these to quality, please visit https://photos.google.com/settings

That page will offer two options a) Purchase additional storage or b) Recover storage. 
The second option will offer to convert all original quality content to high-quality
Tap on that & then all the pictures in original quality will be converted to high-quality.

That would resolve the issue of storage space becoming full even before 31st May 2021.

Photos in the app are sometimes disrupted due to download activity and a complete reset of the Google Photos app may be required.
  1. Check the app trash to make sure there are no photos and videos mistakenly deleted
    • Empty the trash
  2. tap the account icon at the top right
  3. tap your email address and select Use without an account 
  4. Power down/up or restart the device
  5. sign in again making sure you are using the correct email
  6. check that the Backup & sync settings are correct and using the correct email
  7. wait until getting photos finishes, could take a while
    • Please wait until it completes leaving the app open and plugged in if necessary.

I presume, you deleted the picture through Google Photos.
Even if the backup & sync is not on, any deleted item lands in the Bin of Google Photos. You can reach Bin through the library view.

However, if you deleted the screenshot through some gallery app, then you should use the same app to restore it.
Further, if you deleted that through some file explorer app, then it wouldn't be possible to recover that.

3. Items deleted from your YouTube Channel can not be recovered.
 
4. Items deleted from your Gmail are stored in trash for 30 days and then are Auto-Deleted from trash and can not be recovered.

6. Items deleted from your Google Drive  will be stored in Drive Trash for 30 days and then be Auto-Deleted from Trash and can not be recovered.

I suggest you clear the stored data of the app & then try accessing the album once again.

To clear the stored data, please follow these steps.
On your Android phone, open the Settings.
Tap Apps and notifications.
Tap Show all apps.
Tap Google Photos.
Tap Storage and cache.
Tap Clear storage.

That will refresh the app. 
Depending upon the quantum of photos in your collection, the app may take fifteen to twenty minutes to retrieve the data & then present all the pictures in the album.

The Google Photos app offers to convert a photo into a Portable Document Format aka PDF.

To do so, tap to open the picture & tap the three dots at the top right corner.
Beloe the pic you will find an option to print & one of the options in the print will be "Save as PDF".

However, the PDF may not provide the desired filesize reduction.
To achieve that, you need to use Snap seed editor. If the app is not available on your phone, then you can download that through the play store.

Once installed on your phone, you can reach there through Google Photos.
Start the editor & scroll the options above "Cancel" horizontally. Tap the last option "More" that will show "Snap Seed" as one of the options.

In the setting of Snap Seed, you can select image sizing from 4000 px to 800 px. Further, you can choose JPEG compression from 100% to 80%. A combination of both would result in the desired reduction in file size.
