I presume you tried to free the space by deleting pictures in Google Photos & did not use the "Free up space" option in the app.
The later will free up space on the phone only & not on the cloud or Google Drive.

Nevertheless, if you are storing the photos in a high-quality format, then the action of deleting photos to create space on Google drive may be irrelevant.

Google photos should occupy zero space for the activities up to 31st May if you have chosen to save the pics in High-Quality format.

Currently, the available space on Google Drive is shared between:
Gmail
Files on Google Drive
Pictures in original quality & videos in an incompatible format in Google Photos collection.
To check what is occupying the space, you need to visit this link.
https://one.google.com/storage/managent

There, you will also find some tips on how to retrieve some of the storage space.
Follow those, but while doing so please ensure that you are not losing some important data.

However, this link will show only the quantum of Original Quality photos & offer an option to delete those.

That page will offer two options a) Purchase additional storage or b) Recover storage. 
The second option will offer to convert all original quality content to high-quality

There are multiple ways to reduce the size of a photo.

However, here's a way to achieve that through Google Photos.
If you are storing the photo in its original size, Google Photos can convert that to High quality, thus reducing the file size.
Next, you crop the photo to remove any unwanted portion. That will produce a further reduction. 

However, if you wish for further size reduction, then that would be possible through the Snap seed editor. You can download that through the play store.

Once installed on your phone, you can reach there through Google Photos.
Start the editor & scroll the options above "Cancel" horizontally. Tap the last option "More" that will show "Snap Seed" as one of the options.

In the setting of Snap Seed, you can select image sizing from 4000 px to 800 px. Further, you can choose JPEG compression from 100% to 80%. A combination of both would result in the desired reduction in file size.

Any deleted item remains in the Bin for sixty days. No possibility of recovering that after ninety days.

Nevertheless, by this time, the phone must have overwritten in that space & the chances of recovering something are slim.

The Sync action will always delete the photos from your phone the moment you delete that from the cloud.
The only way to preserve the photos on your phone is by moving those to some non backed up folder using a file explorer app.

If you don't have any file explorer app, then you can download the "Files" app by Google through the play store.
Using the app, create a new folder in the DCIM folder.
The full path will be /storage/emulated/0/DCIM/
Next, move all the photos to this folder.
Once done, search for any worthless photo in that. If you don't have one, you can copy any existing one & save it in the same folder.
 After doing so, rename the file as .nomedia (dot+nomedia). That means the file will have no name but an extension "nomedia".
That will prevent further access to that by google photos. 

After that, when you try to delete any photo, the app will still warn you about deletion from synced devices. However, nothing happens to the photos moved in the manner mentioned above.

However, your query is not clear.

Did you download a video, then deleted that & now need that back?
You will find the deleted content in the Bin.
To reach the bi, please tap the library icon & then the Bin symbol in the second row. Next, make a long press on the video & tap the restore command at the bottom.
That will bring back the video to Google Photos.
However, if sixty days have already elapsed after deleting the video, then the app deletes that permanently. Then there wouldn't be any means to recover that.


Or, you have downloaded a video & want to delete that from your phone? 
Then, tap on the video. Tap the three dots at the top right corner. Below the video, you will see an option to remove the device copy. Tap that & then the photo will get deleted from your phone.

Photos not getting synced but getting tagged to a person in People & pets are two distinct actions.

If the sync is not happening, you can find the reason where that is stuck by tapping on your profile icon & seeing the message in "Backup & Sync". In most cases, clearing the stored data and/or reinstallation of the app resolves the error.

Nevertheless, if you have activated the face grouping option, the photos on your device will get clubbed against an identified face.

However, the face grouping feature is evolving. The app keeps on going through the collection frequently & continues to add more photos to an identified face over some time.

Nevertheless, you can do that manually also through these steps.
  • Open the photo that includes the face of an identified person.
  • Tap the three dots.
  • Scroll up & see whether a suggestion appears "1 Face available to add".
  • Tap the pencil symbol & tap the plus sign on the thumbnail picture.
  • Select the right thumbnail out of the presented options.
  • The photo will then get grouped against that person's album.
  • However, if the face doesn't belong to any of the presented thumbnails, then tap the + sign at the top right corner & create a new group.
  • Repeat either of these steps with each available photos with identifiable faces.
That would refine the grouping against each identified face.

Anyway, all the new creations bear the same date stamp as the original video. Thus, that will sit in the gallery in the same chronological order.

What you have observed is the expected outcome of the action.
The intended function of the "Free up space" is to create room on your phone for new pictures or apps.

Further, if you have chosen the backup in a high-quality format, there would be negligible deterioration in the quality.
However, that serves the purpose of casual or amateur photographers.

Nevertheless, you can choose to upload in the original quality also. Then there wouldn't be any deterioration in the character. 
However, that will occupy space on Google drive & then you may have to augment that with a paid subscription for additional space.

What you observed is the expected behaviour of the app.
The Sync operation replicates the action we take from one end to the other end also.
In this way, if we delete something from the cloud backup, that deletes the corresponding one on the phone & vice versa.

However, your deleting action appears to be recent.
Any deleted pic stays in the Bin for sixty days.
if so, you would find all the deleted pictures in the Bin.

To reach the bin, tap the library view & then the bin symbol in the second row.
Next long-press on the first picture and stroke down while still in a pressed condition, to select a batch.
Then tap the restore symbol at the bottom.
That will bring back the pictures.

However, if your delete action has already elapsed sixty days, then there wouldn't be any way to recover those deleted pictures.

If you have iCloud enabled on your iPhone then all photos are effectively on your device and they will all be backed up. I am afraid it is all or nothing unless you choose to manual backup.

Yeah and I want to thank everybody for their input you put everything together and it makes one good puzzle solved so yeah the movies are a piece of cake if you've messed around with the animation they really are it took me a while to get the hang of it and then I noticed they weren't doing what they're supposed to and that's exactly what happened was the photos haven't been saved correctly welcome to the digital world thanks again everybody

The Google Photos app does upload content only - it does not convert folders into albums. 
But you can do that via the Chrome-browser: if you press the upload button, you can select a folder and then its contents for uploading and at the end you will get the opportunity to create an album. 
But if everything already is uploading, you should not do that to prevent duplicates.
