Shaun, I hear you. I have some photos that clearly have my husband's face, and he has been recognized by Google hundreds of times in my photo library, yet not in this photo. It doesn't even see his face as a face to add. All I can say is that AI is not perfect, sometimes it just misses stuff. The most common answer is that it takes time, but if it's already been several weeks, then that doesn't help.
The one thing I've found that helps is to 'fiddle' with the photo. Add it to an album, make it a favorite, crop it closer to the person's face, Save a copy. The more touches on that photo, the more likely it comes to the attention of the Google Photos AI and it will, hopefully, notice the face. This has worked for me several times.
Once it sees a face, then you can manually tag it by clicking on the pencil, then the + on the face.

You can see suggestions on what you can do taken from previously suggested answers:
1. Check your online account - photos.google.com
If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than one Google account, check all of them.
2. Check the trash - photos.google.com/trash
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos.
3. Review other options
- if you previously used Picasa, visit picasaweb.google.com and search for your photos.
- check get.google.com/albumarchive to see if there are any hidden albums containing posts to other Google apps

- If the files were deleted in Google Drive you can contact the Google Drive support team to see if the deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
- If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.

I've taken thousands of photos, just of my nephew in the three years he's been alive. Thousands. Also, as I stated in the original post I've never met anyone who had any created in Google photos. Let's try working on explaining that instead of providing answers for the layman
