Nevertheless, when you tap the delete icon in the Google Photos app, a warning appears telling you what will happen if you proceed. On your phone, that message asks, "Remove from Google account & synced devices?"
 
When you attempt to manually empty the trash/bin in Google Photos, another warning appears that explains the consequences of permanently deleting those pictures and videos. 
If you choose to proceed anyway, there is nothing that any of the volunteers in this forum can do to help you recover your pictures.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

The Google Photos app on mobile device is confusing, because it has a double function:
  • it shows photos that are on the device, even when not backed up
  • it shows photos that are uploaded to the active account
Thus the fact that you see a photo in the Google Photos app on mobile does not necessarily mean that it has been uploaded. See Don't assume your photos are getting backed up 
It is thus possible that you deleted the device copy but that the photo was not backed up. In that case it is also not in the trash bin of Google Photos. See also this link.

This advice only is usefull for people who have used Picasa for years and as far as I am aware off, the link only works for the Windows-version, but not for a modern Mac anymore. 

People who never used Picasa before, should not start with it because it is too special and a couple of functions don't operate anymore. So the workarounds needed are an additional complication. 

Online editing only is usefull for people who use a smartphone mainly and do not build a collection on their computer and do not need to mix their smartphone pictures with the pictures from normal cameras.

I have a macbook pro mid 2012, I have installed a new hard drive, I have reinstalled IOS 3 times.
I have used time machine and non time machine backups

I can see the backup sync icon in applications

I click on start nothing happens

I have granted full disk access

Talking to apple support, I created a second user, on the test user it does boot and work thou.

But once back on my main user I cant get it working

Because it doesnt appear in the menu bar, i can not adjust settings

I have tried new installs with both replace and make a new copy.

No idea other then that your Mac-version is by far too old for the Backup & Sync app and you should be glad about that, because the app ofthen causes large troubles due to the very complicated Apple Photos Library or iPhoto library. 
If you have neat photofolders, you simply can upload them one-by-one into your browser logged-in to photos.google.com and then you also will have the opportunity to create webalbums immediately - else you would get and endless stream only. 
Just try with one folder. 

PS: also your Safari-browser maybe too old for this task and then you can try if Chrome can be installed.

Hi, it depends which section you have used, Drive Sync or My Computer backup. With Drive sync you will have to unselect the folder, with My Computer Backup see below.


Choose how Backup and Sync deletes files
When you delete a file from your computer, you can choose what happens on drive.google.com.
  1. On your computer, click Backup and Sync .
  2. Click More   Preferences.
  3. Next to "Removing items," click the Down arrow :
    • Remove items everywhere: When you delete something on your computer or drive.google.com, it will be deleted everywhere.
    • Don't remove items everywhere: When you delete something on your computer, it will stay on drive.google.com.
    • Ask me before removing items everywhere: When you delete something on your computer, it will ask if you want to delete it everywhere.

I seems there is a bug in a current ver. (3.42.9747.1898) - deletion of a local copy will always delete the version from Google Photo in case of nested folders and most of the times for the photo files directly located in the folder being synced.
