Quite likely only a small part is copied to Google due to the usual iPhone obstacles like not allowed to work in background while the app is off merely and hindered by some battery saving switched on. 
On photos.google.com you can get a raw impression of your Google cloud.

Please review the following information in case there are any options you haven't yet tried. 

1. Check your online account - photos.google.com
If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than on
2. Check the trash - photos.google.com/trash
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
 
If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos
 
3. Review other options
  • if you previously used Picasa, visit picasaweb.google.com and search for your photos. 
  • have you made any backups of the photos on your phone, camera, computer, or elsewhere?
  • there is a small chance that you can restore the photos using a recover deleted photos app (Android). I haven't used them myself so have no specific recommendations. There may well be more app options if you visit the appropriate app store and try other search terms. I don't see any similar apps on the iOS store, but you could check yourself. 
  • you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
  • If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.

You can add a person through the following steps.
 
Tap to open the photo which contains unidentified faces & then slide up or tap the three dots.
If the app had failed to include some faces in that picture, then you will see a prompt "XX faces available to add".
 
Tap the edit icon at the extreme right edge. (An icon of a pencil  ).
 
That will show identified faces in square boxes & their thumbnails at the bottom.
Tap on the + sign on each thumbnail. 
Then the app will show you all the identified faces till that time.
You can select the right one.
 
If not, tap the + sign at the top right corner of the screen.
That would create a new grouping altogether.
 
Once created, the app may take some time to bring all the related pictures to this new grouping.
Otherwise, you can go through the collection & add the photos to the newly created group, manually, through the same steps as described above.

Welcome to the Google Photos Help Community.

If you've selected High Quality to backup it do compress the photos in size but it hardly make any difference in quality. If the photos more than 16MP then it doesn't compress.

Looks if you are backupping folders exported from Picasa (these folders have the same name as your original folders) and that your exportsetting sizes down to 1600px. 
Not clear why you are using Backup & Sync, because it does not create albums on Google Photos like Picasa did before Google broke the connection. Some unknown Community Manager advised to use Backup & Sync instead of Picasa, but he clearly has no experience at all. 
Please come back and try to tell what you are doing exactly - else we can't explain your problem.

Another possiblity: you have shared the uploaded pictures (still 4000x3000) with another Google Photos account and there downloaded these pictures into the library of that account. Then they get downgraded to 1600x1200.

I've always used Google photos app works on all my android phones with no issues. However sometime on Wednesday 9th June this stopped working . It was stuck backing up 13 photos. This has made it even worse!

Now it's stuck 'getting ready to upload 54 items' !! That's worse than it was when I started following the suggestions to FIX the issue

I noticed that Google were very pleased to announce changes made on 8th June and wonder, if these are what is causing the problem. 

I haven't tried a phone factory reset, but as everything else is working fine this is not going to happen.

I'm now about to connect my phone to the laptop to backup my photos.

To me, it is like google is forcing you to update it; the message becomes so annoying that you are going to update the app just to get rid of it...

They can simply put a "don't show again" checkbox as they already do for some other things I suppose.

      Had you backed up the pics to Google Photos?
       
      Can you please verify that by visiting the link https://photos.google.com ?
      Enter the link in any browser on your phone & then log into your Google account to view the photos backed up on Cloud.
       
      If you do not find anything, then there are two possibilities.
      Either, the items have moved to the bin.
      The Bin icon becomes visible through the library view in the phone app.
      Tap on the icon & then restore everything visible there.
       
      Or, your backup was incomplete, so nothing got uploaded to the cloud.
      The Google Photos app acts like a portal viewer showing everything from our phone and also the content backed up to the cloud,
      Then, that creates a impression of everything getting backed up perfectly.
      However, we need to check the status of backup periodically and look for the messages on "Backup and Sync" menu.
      Further, we have to ensure every folder on our device is included in the backup & none shows a cloud symbol with slash.
       
      If nothing was backed up to the cloud in the first place, regretfully, there is no way to recover those pics through Google Photos.

      • Tap once again to make the controls visible
      • Tap the edit symbol
      • Adjust the sliders to remove frames from leading and trailing ends. See the screenshot below. You can slide the preview bar in the middle to verify whether the selected content is the desired one.
      • Save once done.

      You only should trim a video to get a better video, not just a video that fits into poor Whatsapp which strongly compresses to an even lower quality video. 
      Simply share the video via the Google Photos app unchanged: select the video, tap the share icon (lying V), choose your mail-app at the bottom like the M for Gmail and then choose Send as a link. 
      Then you only need to fill the mailadress and some text before sending.

      The face recognition feature is still evolving & is likely to err particularly when faces are either near about or blurry.
       
      Nevertheless, you can correct that manually through the following steps.
      • Tap to open the photo which contains incorrectly identified faces & then slide up or tap the three dots .
      • Tap the edit icon at the extreme right edge. (An icon of a pencil  ). That will show identified faces in square boxes & their thumbnails at the bottom. 
      • The ones with a - sign are the identified faces. Tap on that & the face will get transferred to the collection of thumbnails with + sign.
      • Now tap the + sign. Then the app will show you all the identified faces till that time. You can select the right one. Then the photo will get transferred to the right collection.
      PS. The edit feature may not be available in some regions. If you happen to be from that, then regretfully nothing can be done.

      If the photos were deleted from the Trash, its Deleted permanently and it cannot be recovered.
      I would suggest you to reach out to a Professional Locally who could recover those photos from your phone storage.
       
      Google cannot do anything about Permanently deleted photos.

      If you deleted an item and want it back, check your trash to see if it’s there.
      1. On your Android phone or tablet, open the Google Photos app .
      2. And check the Trash .
      3. Click Restore
      If the item is not in your trash, it may be permanently deleted and cannot be recovered.
      You may also try to get a local professional to recover the photos from your phone storage,
      but sorry to say Google cannot do anything about it.

      can you try uninstalling and reinstalling the app?

      I have cleared all cash data of google photos and as per your recommendation i have deleted app and restarted. Now from morning app is showing this (in screenshot). I'm unable to see my uploaded photos.
