Please note that, due to a variety of reasons, not all files can be recovered - but you can try!
 
1. Items deleted from your photos.google.com are stored in trash for 60 days and then are Auto-Deleted from trash and can not be recovered.
 
2. Items deleted manually from photos.google.com/trash can not be recovered.
 
3. Items deleted from your YouTube Channel can not be recovered.
 
4. Items deleted from your Gmail are stored in trash for 30 days and then are Auto-Deleted from trash and can not be recovered.
 
5. Items manually deleted from Gmail trash can not be recovered.
 
6. Items deleted from your Google Drive  will be stored in Drive Trash for 30 days and then be Auto-Deleted from Trash and can not be recovered.
 
1).If you are using a regular personal account
You will have to contact a Google Drive Specialist who *MAY* be able to restore it. Use this link:
 
2). If you use a work/student account (G Suite), you should contact your Account Admin as they can restore files up to 25 days after deletion.

The icon means the photos haven't been automatically uploaded online (backed up) to the https://photos.google.com website.
 
If synchronization is turned off in the Google Photos app under [your profile photo] > Photos settings > Backup & sync > Backup & sync, you can manually upload the photos by selecting them, tapping the 3-dot icon, and then tapping Back up now. That should allow you to star the photos.

Nevertheless, when you tap the delete icon in the Google Photos app, a warning appears telling you what will happen if you proceed. On your phone, that message asks, "Remove from Google account & synced devices?"
 
When you attempt to manually empty the trash/bin in Google Photos, another warning appears that explains the consequences of permanently deleting those pictures and videos. 
If you choose to proceed anyway, there is nothing that any of the volunteers in this forum can do to help you recover your pictures.

You can find through the following ways whether your photos & videos are uploaded are not.
  • The first check through the library view no media folder shows a cloud symbol with a slash across that. If you find so, then please tap that folder & activate backup and sync.
  • Tap on your profile icon & check whether you see the status message "Backup complete"
  • Open any recent photo in the gallery & slide up. That should show an option "Delete from device". That means the photo is backed up.
  • Finally, visit the link https://photos.google.com and verify whether everything from your phone is visible there.
  • Even then, some social media platforms try hiding the downloaded media from visibility. However, you will find the necessary settings in respective apps to unhide that.

Head over to https://one.google.com/storage/management and check if the storage is in any of the trash places, or large files in Gmail, Drive & Photos, or just below in Unsupported videos. This should give a clue on where the storage is being used.
 
Up until the 31st May you can Recover storage at  https://photos.google.com/settings to reduce the storage used by Google Photos to zero.
 
From June 1st new HQ uploads will use storage at a reduced size, HQ upload before June 1st remain free

If you deleted an item and want it back, check your trash to see if it's there.

  3. Touch and hold the photo or video you want to restore.
  4. At the bottom, tap Restore. The photo or video will be back:
    • In your phone's gallery app

If the item is not in your trash, it may be permanently deleted.
    Important:
    • If you delete a photo or video that's backed up in Google Photos, it will stay in your trash for 60 days.

    • Did you activate "Backup and sync" on your Android device?  To get there, tap on your profile photo or initial, then "Settings for Photos". Backup and sync is on top. Is it turned ON ?
    • When that is done it will at least upload the photos/videos under DCIM (Camera photos and probably also screenshots). 
    • Scroll down in the setting to select the upload size. High Quality is free till May 31 (tomorrow). From June 1 on it will count for storage, but less than the Original quality. 
    • Scroll further down in the settings to "Device folders with backups" to select which device folders you want backed up.
    • You can check on https://photos.google.com/ what has been uploaded. Note that the folder structure is lost. Let us know when you want to add the photos/videos to albums in Google Photos.

    There is no difference between Pixel high quality and Samsung high quality, so if you start the Recover storage action after June 1, your amount of storage for Photos may get compressed to 5 GB, but these GB's are counted then. And the amount of storage used by Drive+Gmail will stay the same.

    To address the gap in your understanding, photos uploaded in High Quality from the Pixel 4 qualify for unlimited storage now and after June 1st. There is no change in that feature.
     
    Photos uploaded in Original quality use storage and can be reduced to zero up to and including the 31st May
     
    For photos uploaded in Original quality and Recover storage is used after the 1st June, we do not know whether they will take up space.
     
    I will ask the question, but cannot guarantee it will be answered before the 1st June.

    What do you mean they are the same? Does Samsung also get free and unlimited high quality backups after June 1st?

    Because pixel 4 does (copied straight from the app):

    Photos & videos you back up in High quality from your Pixel 4 device are free and unlimited. However, backing up in Original quality from Pixel does count towards your 19 GB of Google Account storage. Backing up from other devices Starting June 1, 2021, new photos & videos that you back up from other devices, regardless of backup quality, will count towards your account storage.

    Thanks for your reply. I hope you can get an answer in time. Would be great to know so that I can plan whether my new photos should be backed up in HQ or OQ with the option to revert freely to HQ after the fact. 

    I did the restore option yesterday, but it still says that my photos and videos take up 5gb. Is this a known issue or did I miss a step or does it take longer to be reduced to free storage quality?

    A bit off topic, but maybe you know the answer:
    Does Google Photos identify duplicates?
    If I upload a picture in HQ through the web that was taken on my pixel 4, it will count against my storage because it's not uploaded from the pixel 4. But if I try to upload it later from my phone, will it be a duplicate or will Photos recognize it's the same photo and keep only 1 version that's not counted against my storage?

    • Open the PhotoScan app.
    • To start the scan, hold your phone directly above a photo. Tap the button to take a picture. It'll automatically save to the Google Photos app. 
    • Move your phone around to get the circle over each of the 4 dots.
    • When the photo has processed, go to the lower right and tap the photo thumbnail.
    • Select a photo to rotate, adjust the corners, or delete.
    • To see your scanned photos, go to the Google Photos app and search PhotoScan.

    Your backup is safe, but in fact you need to start paying for additional storage if you want to go on with Google. However first look to your numbers at one.google.com/storage for the account used to backup. 
    Don't expect much for Gmail, but you may have a lot a Drive. 
    And if you also have a lot on Photos. 
    Come back to report and also tell us if you accept compression your files to high quality before June 1?

    Yes, you correctly understood that there is no solution.

    I guess that someone could help, but they don't.  We (Product Experts, but volunteer users trying to help) tried to get more info about the issue (also why editing is missing in the People section in some countries), but so far we got no reply.
