"You're low on storage. Account storage 15 GB 93% full.
So I checked my Google Photos account this morning only to find that its used storage has jumped by approx 10gb overnight to  23.02gb. The only recently added photos are those shared from my wife's account which I understand does not count towards my storage. What is going on as I am now advised that emails may not be sent or received.

It's hard to say from a distance what exactly made the storage used to jump 10GB overnight. I suggest that you read my "canned response" for full storage below, and let us know whether that does help. 
 
You can find info about storage used and files using most storage in different places. It's not clear why there are so many, partially overlapping, but none is complete, and none suggests to use "Recover storage" in https://photos.google.com/settings to reduce storage used by photos/videos uploaded with setting "Original". It's recommended to look at all of them.  
Storage used by Google Photos can be recovered:
  • By deleting photos/videos, but there are many complaints that it may take very long before the storage is recovered.
  • The folder "Google Photos" in Google Drive starts using storage when the corresponding photos in Google Photos are deleted. Thus when you delete from Photos you may also have to delete the Google Photos folder in https://drive.google.com/drive/my-drive if you have one.
  • By using "Recover storage" on https://photos.google.com/settings. That will convert ALL (it's all or nothing) photos/videos to "Storage saver" quality, using substantially less storage. Save the ones you want to keep in original size somewhere else before you use this option.
    Recover Storage is no longer available as an option when you are a Google One Subscriber, but if you switch from Original Quality to Storage saver, you will be prompted to recover storage.
  • By deleting unsupported videos on https://photos.google.com/unsupportedvideos (or via "Settings")
  • You can also check on https://get.google.com/albumarchive. There may be photos that are not shown in Google Photos, for example from Hangouts, which may use storage.

The photos shared by my wife are still shown in info as shared so I don't think the sharing link has been broken. She has not deleted any photos that I am aware of...certainly not 10gb worth in the last 24hrs. Is it possible that for some reason ALL her shared photos are now being counted against my space allocation? If so I suppose I could I delete all the photos she has shared to regain the space? Although that would be a big job! 
Are there any actions we may have taken which would break the sharing link for all her shared photos?

Sorry John, I can't guess what may have been going wrong, but apart from this sharing problem: you already were near 15 GB yourself, so my advise is: simply pay 22 dollar per year for raising your limit to 100 GB. Else you will stay in a stressfull situation - see one.google.com/storage
Or try Jan's tip with Recover storage first and wait a day thereafter.

I agree with your advice but, with the number of nature photos my wife takes each day, I want to ensure that when these are shared as partners they do not count on both space allocations. 
Although I am cannot be certain, i have a touch screen on my Chromebook and I think I may have accidentally toggled the partner sharing button off and immediately back on by mistake. This is the only feasible explanation I can come up with to possibly explain what has happened.  If i did toggle the partner sharing button for a second or two, would this destroy the sharing link for my wife's photos?

Good early morning from here. 
If you really have done on your Chromebook what you are guessing now, your wife must have received a message in her Gmail-app that you want to (re-) establish the partnership and then she should give permission for that again (probably). And then the +10 GB suddenly may disappear as snow for the sun. 
Else we simply can't know and I am not going to test this with my wife. 
 
PS: if you have established this sharing after June 1 her photos added to your library automatically (or selectively) will count for you if the partnership is broken or when she deletes a few fat videos (4K?).

Janvb. Sorry, I should have replied earlier. I had already looked at these two links before reporting the problem. That is how I established the problem was with photos as the photo storage had jumped 10gb. I have already cleared most of the email and drive suggestions but even if I were to delete all the suggested photos and videos (some i definitely want to keep) I would only gain about 3gb.... nothing like the 10gb i have lost.

Rinus. Have checked my wife's emails but no such email has been received during this period. Even checked spam and bin just in case. 
Just want to thank you for trying to solve this mystery. I still think the loss of sharing link is the only explanation that fits. 
Normally my wife, who is not very confident with technology, leaves me to log in and do any maintenance type activities on her account.
The 10gb change could only be because all the sharing links since june 1st have gone not just because a few larger video clips had been deleted.

Warning: it may take a weekend before your spacelimit is shifted towards 100 GB (not 115 :-)

Thanks for posting in the Photos Community.

If you delete the photos and it has been longer than 60 days, your only real shot of recovery is to use Google Takeout, takeout.google.com.  You can then select to have your photos restored but it can take several days to generate the ZIP files based on the number of photos you are trying to recover.

Most likely not because then it already were done years agoo. But such an addition can take a lot of space if more albums per photo are involved and that is not a problem in the sidepanel in a browser. 
However: you always can ask for this feature via the feedback option in the app under your profile and thereafter you can wait until "next Christmas" but we don't know which one. 

PS: the other way around is: start in the album on the Library page and then choose Add pictures, because then you immediately can see which images are not (yet) assigned to that album and you can mark them.

If you have back up & sync on, photos and videos you delete will stay in your trash for 60 days.
  1. On your Android phone or tablet, open the Google Photos app Photos.
  2. At the top left, tap Menu Menu and then Trash Trash.
  3. Touch and hold the photo or video you want to recover.
  4. At the bottom, tap Restore. The photo or video will be back:
    • In your phone
    • Into the "Photos" section of the app.
    • Into any albums it was in.
If you have deleted the photos from the Trash, then I'm sorry but you can't retrieve them. This is why you receive a warning when you delete from the Trash. Deleting from the Trash is permanent.

What you are observing is the design feature of Sync function.
 
Sync means that your photo library stays consistent across all devices that are signed in to your account with Google Photos.
 For example, deleting a photo from one device will delete it from everywhere, and editing a photo on the web will edit the photo on the original device.
 
Once Sync is on, you should never delete pics directly.

To remove pics from the phone gallery but retain the copies in Google Photos is relatively easy.
 
To do so, tap on the photo you want to remove & then slide up.
Below the photo, if you find the text "Delete from device", then tap on that. 
If not, the photo is not there on the cloud & you need to upload that first.
 
If you want to take the same action in bulk, use the option "Free up space". 
Then, the app backs up everything first & removes the originals from the device.
One suggestion, before doing so, please backup your pics on some local storage.
 
However, once the backup & sync is on, never delete the pics directly. Else, because of the sync action, you will lose both the one on the phone and the cloud at the same time.

The edited photo will likely still have the same meta data that the original photo had (such as the date it was taken). So the edited version will likely be on the same day as the original photo.
 
Unfortunately, sorting is only available within albums at this stage. If you know it's in an album you can sort by:
  • Open up the album in Google Photos
  • Click More options
  • Edit album
  • Sort photos (2 arrows icon)
You should be able to see the following sort options:
  • oldest first
  • newest first
  • recently added

You can see these photos sorted by upload date in a browser:
  • Click or tap in the search box
  • Then "Show more"
  • You should now see: "Recently added
    That brings you to https://photos.google.com/search/_tra_ where the recently uploaded are together on top. 
But you can also upload directly into an album:
  • Go to the "Albums" tab in Google Photos https://photos.google.com/albums
  • Create an album (or open an existing one if you want to add photos to it)
  • Drag & drop photos into the album. They will now be uploaded AND added to the album.
Note that this is the safest method: if you try to add a photo that has already been uploaded, it will be skipped by the first method. When using the second method the photo will also not upload again, but is still added to the album.

I blocked a person in a shared Photo album, and then unblocked the person from Photos Setting. The person does show in the shared selection list again. After I selected the person to share a photo album (via Google Photos) and clicked Send, the person didn't receive any notification. Also the person disappeared from the share of the album when the page was refreshed. I checked Photos setting and no one is blocked now. So frustrating.

The UNBLOCK only removed the person from the block list but Google Photos still marked person as blocked somewhere internally. A bug?

You did not say whether she already "unblocked" you. 
This can be done in https://myaccount.google.com/blocklist. To unblock someone, next to that person's name, select Remove . 

If she already unblocked you and you still cannot share photos you may have to wait a while, or there may be some bug. It happened to others but we have no solution.
