Welcome to Google Pixel Community.
 
Google photos prevent exact duplicates it might be different in some way like time frame shot etc if you can just compare the about info about this. 
 
If You need to delete it manually there is no feature that can delete all the duplicates, you can try a desktop website which will be easier to narrow down the photos tiles, and select all the duplicates and delete.

A few weeks ago I disconnected my Google Back up and Sync so that I could send my computer to a repair shop.  Once I reconnected it, Google is backing up and syncing EVERYTHING on my computer at the 'original' resolution, which of course filled my Google account to the 15GB.  I'm trying to reduce the storage in Google, so I've been moving videos out of Google Drive and syncing only photos from my phone (uploaded in 'high quality').  The last step that I'd like to do is use the link to 'recover storage' in Google Photos (on the web).  I did this step last summer, but now the link isn't in Google Photos settings.  Did that option get removed?

The nasty Backup & Sync app easily can be set-up wrong and then a lot of files (even Word-documents) can stick on Drive and eating your storage space there because they could not get uploaded to Photos. 
Just view https://www.google.com/settings/storage and do tell us the 3 numbers you see.

Just checked in my own account: although I have about 30K pictures at Photos, theoretically I should have zero usage because all were uploaded with the High Quality setting. But for some reason unknown it is shown that I have used 0,09 GB - probably due to some tests with original quality. 

Pressing the Recover-button showed that 94 MB will be compressed and after pressing OK the button disappeared and the message "Compressing photos and video's to High Quality........." appeared and stayed for about an hour. 

Afterwards the button was disappeared also - just because there was nothing to recover anymore. 

Be aware that apart from your accidental usage on Drive (which can't be compressed to free storage), you also may have a lot of GB's on Gmail from years without any cleaning-up :-)
