Google Photos never uploads the same picture multiple times.
What we see as duplicates have some differences in file format or metadata.
Additionally, if you have activated Raw + JPEG capture or bracketing in your phone app, that would create duplicates.
Regrettably, Google Photos doesn't provide any means to remove the apparent duplicates. You have to search those manually.
However, you will find some tips in the following article compiled by experts with comprehensive experience on how to avoid duplicate photos & how to remove those.

Sorry you are having issues.
The two most likely causes would seem to be:
1. Google thinks that you are not in the US or Canada (either because you opened it someplace else, are someplace else, or recently traveled, or are specifying a foreign address).
2. A problem with your ~Payment settings~ (possibly because you are using an education or other type of account which has this functionality disabled).
Might either of these be the case?

Sync to drive in google photos' settings is nowhere to be found and because of that my very old photos during 2013/2014 are now gone missing. Not in google photos trash, albums, archives; Not also in google drive folders nor the archives in get.google.com.
I can't seem to find it anywhere and i don't have any memory that i have deleted it.
I could have still access on those photos when that sync to drive option was still available but now i can't.

Picasa's copy of my old photos was the only thing i have. i only uses one google account so it should be in this account.

Sorry, but I am not even aware of "sync to archives" anywhere.
In the Picasa-software on my Windows-computer there still is a switch right-up for Websync, but that is not operating anymore since April 2018. So even if you did remove these old years from your computer, they would not disappear from Google Photos because there is no syncing connection anymore.
So I really don't know how I can be of any further help and even with all changes at Google after 2012, I never have lost any album. Unless you have a new smartphone synced to Google Photos via that app.
To avoid any modern dangers, the Google Photos app on my smartphone is set for viewing only - not for syncing. There are too many drama's reported here, mainly caused by too fast fingering. And often about such old years.
So when I have new pictures, I still connect that phone to Picasa like my oldmodish camera.

Terribly unclear again and again - so no help possible.
But you may have chosen in the past to create a main folder on Drive named "Google Photos" and that can contain several yearfolders and each yearfolder can contain several month-folders named 01, 02 .... 12
Normally these folders should be filled more or less, but if pictures were removed from real Google Photos by any abnormal action on your phone, most of these folders will be empty hélas.
Until Google stopped with autofilling last July.

Could you clarify what you mean by "Notify when someone watches your pictures"? Currently people have access or don't, I'm not sure why they'd watch a picture, do you mean for the comment thread updates?
Never mind notifications, I'd like the ability to prevent my albums being shared without my permission. It's a horrendous invasion of privacy that anyone I've shared an album to can further share that album to as many other people as they wish. For this reason I only share to really close family and friends who wouldn't dream of further sharing the album. I don't want notifications, I want the ability to prevent further sharing!

When I had a Nexus 5x I never used the original quality, I would instead use high quality and still save the original quality photos to my personal computer. With the Pixel XL I have not done that because it felt redundant since we are supposed to get original quality. The only photos I've posted at original quality have been from my Pixel XL. Storage will only decrease if Original size photos, Storage Saver photos, or unsupported videos are deleted.
Head over to https://photos.google.com/quotamanagement This should give a clue on where the storage is being used. Large photos and videos >5MB are listed and can be reviewed by tapping on the thumbnail to open then select the (i)nfo icon to see more detail about the files.
If you delete 1000s of High Quality photos uploaded prior to June 2021 then no storage will be recovered because they do not use any storage.
All photos added after June 1st 2021 can be found at https://photos.google.com/search/_tra_ and all use storage unless added as part of Partner sharing.

As you're probably aware, Pixel Photo & Video storage is defined as follows:
- If you have a Pixel, you get unlimited free storage at Original quality for photos and videos taken from your phone. You won't be able to use "High quality."
- If you have the Pixel 2, you get free unlimited Original quality storage for photos and videos taken from Pixel before Jan 16, 2021. When I had a Nexus 5x I never used the original quality, I would instead use high quality and still save the original quality photos to my personal computer. With the Pixel XL I have not done that because it felt redundant since we are supposed to get original quality. The only photos I've posted at original quality have been from my Pixel XL. I do not want, and feel like I should not have to change my quality to high resolution and lose out on the original photo because of this as I've seen that recommended elsewhere.

When I had a Nexus 5x I never uploaded photos at the original quality. I got my Pixel XL about a year ago and have not had this issue until about a month or 2 ago I went to send an email and started getting error messages that my Google drive storage is full and pretty soon I won't be able to send or receive emails. This is main email account, and the same account I used when I had my Nexus 5x. I have only uploaded photos directly from my Pixel XL so I'm not sure where the error is and why this is happening.

As you're probably aware, Pixel Photo & Video storage is defined as follows:
- If you have a Pixel, you get unlimited free storage at Original quality for photos and videos taken from your phone. You won't be able to use "High quality."

Chrisaawalker, this is not a solution. We are supposed to get our ORIGINAL QUALITY photos taken with the Pixel 2 backed up for free, without taking up space. This is still an issue for me. I don't want to downgrade the photos to "high quality.
