Welcome to Google Photos Community Support Forum & thanks for your query.

 

The Google Photos app acts as a portal viewer & will show the photos from your phone + the ones backed up to the cloud.

 

Thus, even when you switch off backup & sync, the app will also show the pics on your phone.

However, that doesn't mean those pics are on the cloud.

You can verify that by visiting the link https://photos.google.com.

 

What you are deleting is, in reality, the pics on your phone, displayed through Google Photos.

 

Nevertheless, you can use the Google Photos app without an account also. You can select that option through the settings & that will remove all the doubtfulness.

The old google photos, never did this to me. 

How do I get the old google photos back for windows?  I do not trust, the new google drive, as it locks up, trashes my storage space.   It is also poorly designed, as it cannot merge two cloned laptops to the orginal.  All three computers have exact same 40 gigs of docs and 140 gigs of photos.  The new drive is screwing up on every issue.   Not to mention it locks up if you change any setting, for an hour or few.

Can you tell me a bit more about the preferences you have set up.

 

For Google Photos I use the setup as per the screenshot online and don't have any similar quantity of photos on different laptops.  Each laptop backs up it's own photos and the common view is Google Photos.

Nevertheless, you can try the markup option to achieve something like that.

Alternatively you can add text through the following steps.

Nevertheless, you can follow these steps to enter the desired text

• Tap to open the required Photo.
• Next, tap on the edit  symbol at the bottom 
• Horizontally scroll the menu bar with the text "Suggestions" & reach the option "Mark-up". Tap in that,
• In markup, tap on text . Add the desired text
• However, the text editor enters the text in the middle.
• Nevertheless, complete the text entry & then long-press on the textbox to the position at any desired place.

and run a scan for anything to recover.
