Possibly, you have activated the Motion Pictures menu in your camera app.
Now the camera is capturing 3 seconds clip every time.

Hello Ankit, you would have to contact Drive support for that and tell them you accidentally deleted files from Google Drive, they might be able to recover it for you.

Is this a bug? This is a fairly short video and the file size ~60mb.

Look at Recently added on the Search-page under the thumbnails because the video may have a very old date (move it up to see the date) and then it will be deep down on the Photos-page.

I have looked at Recently Added and the video still does not appear 24hours later (I have even tried re-uploading multiple times, and every time it says it is "successful"). 

I have looked for the video based on the date it was created, but there's no evidence it was even uploaded.

Sorry, then no explanation possible - apart form a temporary bug. 
Besides: the uploader in Chrome does not report "Successful", but just 1 item uploaded. 
And multiple uploads are rejected. 
What is the videoformat you are trying to upload?

Yes, it was a single mp4 file upload.

I tried again recently and the video finally did appear (this time I clicked Add to Album after it uploaded, and added it to a newly created album). However for some reason the video does not appear on the "Recently added" page.

Problem solved, but I did not really do anything different.

When you open up the Google Photos app on your phone, are you getting an error message?  What exactly is happening when you open the app?

Have you attempted to an app data clearing in the settings of the app (go to Settings>Apps>Photos)

Photos will remain as it is. However, you will lose access to those unless you delete something & bring down the occupied space below 15 GB.
Further, if you do not access your account for two years, then Google will deactivate your account.

Device folders are shown straight under Pictures on device on the Library-page (it are no albums). 
If they are not shown there maybe 3 reasons for that: 
  1. The folder is empty (temporarily). 
  2. The folder contains mediafiles which are not suitbale for Google Photos.
  3. The folder belongs to another app and is hided for Google Photos for reasons unknown.

Back up and sync is a storage service that automatically saves your photos and videos to your Google Account. These photos and videos will be accessible from any device where you are logged into your account.
Steps to turn back up and sync on or off:
  1. On your Android phone or tablet, open the Google Photos app.

  3. At the top right, tap your account profile photo or initial.
  4. Select Photos settings  Back up & sync.

We can't know the reason for that, but you always can install a simple app like Google Gallery Go or Google Files and then select the contents of a devicefolder and then delete it. 
Both have an option under the 3 dots to select all. 
Before doing that, you should be sure that your pictures and movies are backupped completely via photos.google.com in the Chrome-app, else you will end-up with nothing.

Regretfully, there is no easy option to undo the accidental ungrouping.
 
Nevertheless, I deactivated & activated the face grouping twice. 
The app rebuilt the grouping in four to five hours & improved the recognition. 
You can try that option at last resort.

Then you should search in the Playstore if your laserprinter is supported by an app which can be installed on android and the printer should be connection to your homenetwork (wifi). 

Else you need to download that particular image straight from photos.google.com the browser on your computer and use the regular HP printing software for photos. That will be the best option.

And did you restart your Android after installing? 
 
Normally you open the selected picture in the Photos-app and then hit the 3 dots right-up and then select Print in the row under the picture. Then it should work - apart from choosing the right size in the printer-app. But I am not experienced with professional laserjets. 
 
PS: and why you don't try it via your computer - then you may have much better provisions for printing photos. And you should use photopaper to get a good result - is that possible with a laserprinter?

I just upgraded from pixel 2 to pixel 4a. I had about 20GB of photos on the phone that I wanted to be able to view offline, and was running out of storage on the old phone. So I got this one. I made sure all was sync'd on the old phone. Then I set up the new phone, connecting cable from old to new and transferring all data. All looked good, data transferred. Photos (20GB) were on the new phone. I turned on backup on the new phone.
Now, it seems that most of my older photos have been removed from my new phone and are only on the cloud. When I'm online I see them. When I'm offline, just a gray box. Yet 'settings' still has my photo storage at 20GB.
I'm really confused and frustrated. How do I keep my photos on my phone? If they aren't here, why is the storage on the phone taken up?
Any advice is appreciated.

I do have the old phone still, so might be able to transfer them over again? But I'm not sure if that is possible, makes sense, or if they would just disappear again is I did manage to do so.

Thanks for posting in the Photos Community.

When you say phone software, are you referring to Google Photos or are you referring to iOS on your iPhone?  Either case, photos should not have been deleted by either process (just want to know where I need to focus on troubleshooting).

Also, did the photos disappear out of Google Photos or the iOS Photos app?  If it is Google Photos, can you go to the Photos website (photos.google.com) and see the photos there?  If you can, then we've isolated the problem to the app on your phone.  The best thing to do then would likely be to uninstall the Photos app, COMPLETELY power down your iPhone for 15-30 seconds, power up and reinstall the app.  Let it run on your phone to get things synced up.

However, once a user deletes something permanently despite a warning message or allows the content to time out in the bin, Google doesn't maintain any backup. 
There is no way to get back the content through Google Photos.
 
Nevertheless, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

Since the only reason I took that screenshot was to capture half a dozen lines of text, I said yes. Worked perfectly. Next photo was a screenshot taken from Google Books. Unknown, I haven't tried anymore. It's not something I use frequently. I suspect Google can identify images it creates and simply ignores anything that came from Google Books.
