This is driving me absolutely nuts... I feel like this app can't do anything on its own it has to ask permission before it does anything anymore.... I hate it... It needs to review out of sync activities... it needs to give permission to delete something.... give permission to move something... just do it already!! I feel like I'm dealing with a child here...

No Google here - just volunteers. 
When you have changed something on another device (maybe in the browser on your computer), you will get such warnings when you open the app on your phone because the app wants to update its database. And that also will cause changes (or even deletions) of your local originals - that's why it asks for permission. 
But if you click away that out if sync warning, nothing will happen to your local files and nothing will change in the Photos-app either. Thus if you have edited a photo, it will still show unedited. 
This all is caused by the terrible complex design of the app compared to a simple website in Chrome. 
Sorry - we can't solve this.
But you may suggest Google to do it more comfortable via the feedbackoption under your profile.

I am using google photos app in my android phone. it has uploaded the pictures from my mobile device and currently I have turned off the option of synchronize. still the google photo app shows all the pictures of device camera  in the photo folder of google photo app. so, its quite difficult to understand which all pictures actually got uploaded in the google photo app and which are still in the device camera. when I check the pictures from a laptop it is clear, as the browser shows only the uploaded pictures not the whole device camera pictures. Google, Please provide an option to turn off viewing the whole picture gallery in google photo mobile app.

It looks like you are keeping your finger on the shutter for too long and taking Burst shots. The best one is selected. This is by design in case the first or last shot is blurry etc.

I'm not sure this answer is correct since I cannot reproduce this action manually, either with burst mode or not. I would also like to disable 'best shot' as I've never once found the best shot to be necessary or better.

When I used to hold the button down, it took burst. I loved this feature for taking sport shots or the silly 'jumping' picture. Now, it takes a video. Is there a way to turn it back?

Hi Brandi, burst shots are a feature of the camera rather than a setting in Google Photos. 
 
You will probably have more success at the site for your particular model of phone or at: Android Help which also lists links to most of the phone makers,
