The backup is only one way. From phone to cloud storage only.
There is no "Restore" feature in Google Photos.
What you observed is the design feature of sync function.
 
Sync means that your photo library stays consistent across all devices that are signed in to your account with Google Photos.
 For example, deleting a photo from one device will delete it from everywhere, and editing a photo on the web will edit the photo on the original device.
 
Nevertheless you would be finding the deleted pics in the bin in Google Photos, unless you have emptied the bin also.

Thanks for posting in the Google Photos Help Forum.

I understand and I'll be happy to help. Are the photos from the device camera folder or from the Google Photos library? If it is from Google Photos, it can be possible that the photos weren't uploaded successfully to Google Photos (cloud) and also make sure you're logged in to Google Photos with the same Google Account that you used during the backup. Photos/videos that are not synced or backed up, will still appear in Google Photos and will have this icon  (which means not synced/backed up) or some photos/videos will also show up with the two arrows in a circle mean backup is in progress.

Once the upload is complete there will be no icon on any photos/videos. Often, many of us misinterpret that they are all backed up because the photos/videos show up in Google Photos and we over see the icons on each photo/video. If the photos/videos weren't backed up they cannot be deleted from the Google Photos library nor Trash.

In case, you are uploading a large amount of data (photos/videos), please know that it might take 24-48 hours for the photos and videos to sync across all devices. Please ensure to have 'Backup & sync' enabled on the Google Photos settings while you're backing up your photos and videos. To check is the content is backed up, login in to photos.google.com to checked for your backed up photos and videos. 

Google Photos backs up everything that's there in your device (Device/SD card storage). If all your photos are backed up from your Android device to Google Photos and you're trying to make some device space by deleting photos. I'd recommend using the 'Free up space' option of Google Photos app on your phone. 

The 'Free up space' feature doesn't detect content on your external SD card. You may have to move them from the external SD card to your device and then perform the 'Free upspace' action for everything to be cleared. Do this only if you're sure all the content in the SD card are backed up to Google Photos.

However, if you're sure they were backed up, I recommend you looking for your video here:
If a photo/s is deleted from Google Photos, it would go to Trash/Bin for the next 60 days (after deletion). Unfortunately, if the photos aren't found in Trash or deleted from Trash, I'm afraid, you might not find them else where to recover them because Trash is the last resort to retrieve your lost/deleted photos.

Meanwhile, also try giving the below steps a try once again in a sequence to help resolve the issue:
  • Close the Google Photos app and re-launch it.
  • Sign out and sign back in to Google Photos with the same Google Account.
  • Clear App data:
    • Open your device's Settings app (not the Google Settings app).
    • Touch Apps.
    • Select Google Photos in the list.
    • Touch Clear data.
  • Update the Google Photos app on your Android phone:
    • Visit the Google Play Store.
    • Open Google Photos.
    • Touch on Update.

However, once a user deletes something permanently despite a warning message or allows the content to time out in the bin, Google doesn't maintain any backup. 
There is no way to get back the content through Google Photos.

and run a scan for anything to recover.

The Google Photos app does not contain any photos and seeing them in the app does not mean they are backed up. You are just seeing the device/gallery copy with the app acting as a portal.
 
Photos actually uploaded to Google Photos can only be seen at the Google Photos Backup location - Tap here to confirm what is happening.

  • On your Android phone, open the Settings.
  • Tap Apps and notifications.

  • Next, uninstall the Google Photos app. If the handset doesn't permit uninstall, rollback the app to the factory fitted version.
  • Power off the phone & then restart.

Log into your profile & see whether that helps to overcome the current problem.

The Google Photos app acts as a portal viewer & shows the content from every folder on the phone that contains photos or videos.

However, that doesn't mean the pics from other folders are uploaded to the cloud unless you switch on "Backup & sync" for that specific folder.

You can check that by visiting the link https://photos.google.com.

It is misleading that what is called the Camera-folder on the Library-page often contains the screenshot-folder and some other folders also. And the content of the camera-folder always is showed, but if the general backup is switched-off, they are not uploaded to Google. 
But even if they were uploaded ("backupped") - Google is fully private within your account. 
However you can hide offensive stuff by archiving.

My Camera folder (the only that Google Photos should be sync – and it is doing so without having me to select sync) is under "/Pictures" folder (standard Android path),

I'd like for Google Photos to act as it was, to sync and show Camera's folder only.

Also, Google Photos is now deleting the photos that I decide I would like not to be synced. Meaning if I move a pic from Camera to any other folder, it still show inside Camera, and if I try to remove it from that folder only, the app is removing the pic everywhere in the phone. Even duplicates!

Sorry, but what you are telling is abnormal: the Camera-folder is in /DCIM unless you are using another Camera-app then standard. 
Moving files that already were synced to another folder makes no sense as you already have discovered yourself. 
The only way-out I can see is by switching-off the automatic backup and to install the simple Google Gallery Go app because then you will see the real folders and then you can select which photos should be shared with the Google Photos app and get uploaded.

from what I see in the File Explorer App, inside /internal_storage under /DCIM there is /Camera and inside /Camera two folders that Google Photos is synching (is this why?)

I could move these folders under /internal_storage, would that solve my problem? I could move the folders under /DCIM if they finally won't be sync by Google Photos.

about Google Photos App, what if I do not want some photos to keep being synced? moving them to another folder it does not help since Google Photos has a 'pervasive' approach and will eliminate all the photos even in non-synced folders

Sorry, I was not notified about your reply and there was a night in between. 
 
My Samsung shown the following content in its DCIM-folder when viewed via the Windows File Explorer. 
(screenshot visible on forumsite only): 
 
 
It is a design mistake of Samsung to put their Screenshot-folder in DCIM and it is a design mistake of Google to name DCIM "Camera" instead of showing the subfolder separately with only the real Camera-folder synced always. 
 
So if your situation is almost identical, you should stop with all trial movings because they make no sense. You only can do that with autobackup off always, because then you can decide in "Google Gallery Go" per folder which photos your want to "share" with Google Photos and which not. 
That's much less work then you think and all problems will be away. 
And you can't expect from the private volunteers here that we try to find-out if your ideas of moving folders can work. 
 
We can't prevent that large companies make uncomfortable mistakes, but users also should learn to sent their complaints straigt to Google via the feedback option under their profile. But we don't know if such feedbacks will have any effect in (far) future, so it is better to find-out a better method for yourself now.

I sent countless feedback on this :) and there is also an ongoing streaming mail with Google Customer Service, that is trying to make things harder and even asked me for a video in which I "reproduce" the misbehaviour.

They know exactly what they are doing increasing the "pervasiveness" of the app.

The way Google Photos has changed aim at syncing more photos and materials in my/your phone than what it was previously doing. So you are force to keep everything in the app, the fact that it deletes the photos that are NOT in the Google Photos synched folder, says it all.

Google Gallery Go does not have a sync option.

Then you should not even has asked here, because your way of thinking is not inline with their ideas about design. Although I am not defending them, I simply avoid their eternal design mistakes and restrictions by uploading selected stuff unsynced via my computer (after decent editing and organising). 
But that seems no option for you.

PS: if you move files out of the synced "camera-folder" to some neutral folder, they stay synced and so they will get deleted also if you want remove them from the Photos-page - since years.
