But Considering how many photos google missed, I was wondering if it was possible to batch it at once. I did attempt the uncheck recheck face group setting. That did not work.

You can extract a still frame from a video through these steps.
  • Tap to open the video
  • Tap once again to make the controls visible
  • Tap the edit icon  at the bottom
  • Tap on the middle to make the frame selector visible.
  • Mover the frame selector. You will see a preview of the frame above the selector. Once you decide about the right frame, then tap on export. 
That frame will get saved as a still photo in your collection

The Google Photos app acts as a portal viewer & shows the content from every folder on the phone that contains photos or videos.
 
However, that doesn't mean the pics from other folders are uploaded to the cloud unless you switch on "Backup & sync" for that specific folder.

I've been trying to delete files from my Photos app without removing them from my synced device as well. I have like 10 years worth of photos on my device which is synced with my google drive. Which is currently running out of space. I tried moving the files to a different folder other than the synced folder and tried removing them from the drive. About 200 photos were deleted directly without going to trash (1.5GB size limit for trash, it seems). Earlier, I could delete files from my Google Photos without removing the corresponding files from my local storage through a toggle. Now, try as I might, I can find no such option. I removed the photos from my Photos app. But even after turning off the sync option, It removed the files from my local storage, too. So now, I lost the files from both my device and my Google Photos.

I believe, you mean Micro SD & not USB.
Google Photos app doesn't recognise any USB.
 
Although there are multiple ways to transfer the content from the internal memory of the phone to an SD card, doing so through Google Photos allows retaining the backup and sync aspect.
Please follow the steps below to achieve the transfer.
  • Open Google Photos.
  • Tab Library.
  • Tap the desired folder under Photos on the device like Camera, Screenshots etc.
  • Select photos by long pressing then tap others after the tick confirms the first selection
  • You can also long-press and stroke down while still in a pressed condition, to select a batch.
  • Next, tap the 3 dot menu top right.
  • Tap Move to folder.
  • Tap New SD folder, type a folder name then tap Create.
Note that if the photos are backed up to Google Photos this will not remove them from the Photos, and even if the new folder is not selected for Backup & sync any contents will still be deleted if you delete that using the Google Photos app.

Well it depends when you have uploaded the photo's.

Photos uploaded at high quality before June 1 2021, Will not count towards your Google account storage. Even if that photo you moved it later to archive
 
If you have uploaded photos at original quality it will count towards your storage even if it's before June 1 2021,
 
If you have uploaded photos after June 1 and if you have move it to archive folder then too it will count towards your Storage.
 
As archive folder is part of folder nothing else. It is a part of Google Photos storage which uses storage

Nevertheless, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&amp;c=apps;
and run a scan for anything to recover.

Welcome to the Google Photos Community.
 
Unfortunately you cannot do that. The only way to see what you have backed up is via a browser at photos.google.com 
 
You might consider setting up a new user profile for each user.
 
 
After creating a new user you can switch to it and set up a completely separate profile with it's own Photos and camera settings.  For example I can switch between Home and Work and the two have no common apps or settings.  Switching is quick and would allow multiple Photo accounts to be used completely independently.
