Why would you clear trash ? 
It will get emptied automatically after 30 or 60 days by Google. 
And you always will discover that you miss a few pictures and then they can be recovered. 
Empty means gone forever.

By the way, I contacted the Google Pay support through the same channels & got an email responding to my queries within two hours.

I suggest you clear the cached & stored data of the Google Photos app & then reinstall the app.
You can do that through these steps.
  • On your Android phone, open the Settings.
  • Tap Apps and notifications.
  • Tap Show all apps.
  • Tap Google Photos.
  • Tap Storage and cache.
  • Tap Clear storage.
  • Next, uninstall the Google Photos app. 
  • Power off the phone & then restart.
  • Install the latest version of the Google Photos app through the Play Store.
Log into your profile & see whether that helps to overcome the current problem
 
Nevertheless, if your photos collection is large, the face grouping feature may take eight to ten hours to reinstate that.

Sometimes, we miss the precise moment of happening.
The motion photo feature starts recording something one-half second before & after.
Through that, we can select the correct frame & extract that as a static picture.
 
Nevertheless, if you want to turn off that feature, you have to do so through the camera app.
The settings differ between different makes. You will have to go through the documentation provided by your phone manufacturer to know the exact steps.

I've recently found photos out of order in the Android app. For instance, one photo that was taken on July 13th is showing up on July 24th in the app. When I look at the details of the photo, it also says that it was taken on the 24th even though that's incorrect. It shows up correctly on the web version of Google Photos, and when I look at the images in the Files app on my phone everything is in order. There are a lot of photos that have the same thing happening. I tried restarting my phone and deleting the cache for the app, but neither of those helped.

# WIFI connectivity is intermittent. Too many devices connected to the same router thus restricting the bandwidth.
# Download & upload speeds are too asymmetric.
# Google Photos app is not allowed to use
  • Data in the background
  • Mobile data
  • Mobile data while roaming
# Activation of data saver through the settings.
# Putting a limit on the daily use of mobile data through the settings in the app.
# Putting a limit on the use of total data in a month through the settings in the phone.
# Activating battery saver or super saver mode.

To reduce the photo size, you can do so through these two options in Google Photos.
  • Upload the picture in high quality. That will produce some size reduction.
  • Crop the pic to remove unwanted portions from the borders. That will give further sizer reduction.
Still, if you wish to have some more reduction, then please use another app "Snap seed" by Google.
Once installed, the editor in Google Photos shows that option through "More".
 
In the settings of Snap seed, you can do image resizing within a range from 4000 px to 800 px. Additionally, you can choose JPEG compression ranging from 95% to 85%
A combination of both options would resize the file to the desired number.
