I added 2 GB of photos and videos on 31st Aug to the folder in my laptop which is being synced through Drive for Desktop. Photos Storage Setting is "Storage Saver" (previously known as High Quality). I expected that these new photos and videos will be compressed and uploaded and will account towards Google photos storage at max 400 MB, which was the case in July when I was using Backup and Sync.

However to my surprise full 2 GB storage quota got consumed and this increased consumption is showing towards Google Drive.

Drive for desktop works differently to Backup and Sync in that every file synced to Google Drive now uses full storage. There is no compression in Google Drive, there is now a choice of Sync to Drive or Backup to Google Photos, see screenshot online.

There may be a possible method,

Make sure Backup & sync in enabled
Empty the recently deleted folder in Apple Photos
Open Google Photos and pinch the screen to change to month view
Select the month and move to trash
Go to Apple Photos/ Recently deleted and restore the photos

This should work because only photos you want to keep will be restored to Google Photos when restored from Recently deleted.

Going forward the best option is to delete from the Google Photos app which will delete both the Google Photos copy and the iPhone/iCloud copy.

Even when I set the quality to 1080p on the viewer (not 'Auto 1080p'), the 'HD' icon stays gray, and the video shows low quality.

The video was uploaded in 2019 and it is stored as 'Storage Saver'.

I'm afraid that somehow google is trying to make me believe that the displayed quality is the quality I'm supposed to get used to with 'Storage Saver' and will lower the stored quality without my consent since there would be no way to tell unless I download the video and check, which defeats the purpose since the reason I'm using google photos is that I don't want to download but use my photos and videos over the cloud with the web viewer or the mobile app viewer.

can someone please explain why is this happening, will my video quality go down, and how can I avoid this problem?

Of course the Google Photos app needs to be logged-in to the same account as used in the backup-settings on another phone or computer. Then the photos should appear gradually if you have wifi.

And new photos shooted with that phone, should be backupped to Google also if the backupsetting are set to the same account and the same quality.

But the older photos are not downloaded to that phone - maybe you do expect that.

Google Photos accepts videos until 10 GB - so that's quite big but perhaps not big enough for you if you are convinced that you need 4K videos instead of normal HD.

But probably you did the transfer for getting unpayed and unlimited storage and even if was possible to upload such extreme videos to Drive, you will exceed your free limit (15 GB only) very soon.

On the other hand: uploading 10 GB to Photos is a sick idea also, because that takes ages (and the app can't work in background on iPhone) and thereafter it will take ages before Google is ready to compress them to HD-resolution, but with 10x less bytes then normally.

So such videos should not be uploaded at all, but removed from your phone for showing them on your computer (or 4K TV set) directly - without any compression. And on computer you also able to convert to lower quality version which can be uploaded straight into https://photos.google.com just for sharing only.
