In addition, I recommend that you contact the Google Drive support team to see if any deleted files may be recovered. Just open the Google Drive https://support.google.com/drive#topic=14940&contact=1 contact form, select a contact option, and tell them you permanently deleted files in Google Drive and would like to recover them.

If you have backed up photos and when you press free up storage it will delete all the photos which were backed up from your device storage. Which will free up device Storage. But the photos will be available on Google photos you can view it from there.

I manage google workspace for 5 schools. Each separate accounts and domains.

One school is unable to setup partner sharing in google photos. It works at the other schools so I know this has to be a setting or something not enabled that is the problem.

When trying to add we receive the error "Trouble Sending Invitation" It does not matter what browser, or incognito mode, or if we try to use the iPad app, all will fail.

At my other schools it works fine. If you can compare accounts I can email you the domains of the other schools I manage.

This is a useful tool as the teachers can see all the photos an EA takes for a classroom automatically.

Any assistance is appreciated

One or both do not have Partner haring already enabled with someone else 
The recipient has an account connected to Google Photos 
Check if the recipient can initiate a share with you 

Try typing the email address and do not select any contacts offered, just hit tab after typing the email. 
Or delete the contact and just type the address as new.

It is all users on this domain. I have tested with a test account and my admin account, neither have preexisting partner accounts. 

This problem will be related to a service or setting in Google Workspace effecting all users in the same domain. The troubleshooting you sent is for a single user having problems.
