When you delete a photo in Google Photos it will also be deleted from all synced devices. In practice that are only mobile devices (phones and tablets) since syncing with computers has been disabled. There are however ways to do this:
- Disable Backup and sync on the device
- Move the photo to a non-synced folder before you delete it from Google Photos.
- Once done, open the link https://photos.google.com through any browser on your phone, log into your Google Account & start deleting the unwanted pics.

What you are saying is a mystery.
Because you can't have better then original, but you should be aware that having original quality in a backup is nonsense if you never will use them for anything more then viewing on your phone or ipad. And at the end of the year you may need to move your free limit of 15 GB towards a payed limit of 100 GB, while at a somewhat lower "storage saver" quality that maybe necessary at the end of 2022 or later.
Original may become a bit more important if you would have an iMac with a 4K screen, especially for viewing 4K movies. But iPhone pictures have a fairly low resolution of 4000x3000 pixels and even at storage saver quality they still will be good enough for that perfect screen, unless it were inferior shots.
But come back if you have other ideas.

Besides: duplicates don't exist in Google Photos: it may be look-alikes due to fast shootings or burst-shooting or technical mistakes. So you always need to inspect them carefully and to decide about the best one - also when viewing their technical properties under the pictures and movies.

Be aware that deleting in the Photos app will delete your originals on phone as well as their copies at Google (if backup is on).
