However, recover may not be the right term. The photos are already there on the cloud. You want to bring those back to your phone once again.
 
The free up option removes the originals of backed up pics from the phone.
That creates space to capture new photos.
Restoring the backed up pictures would be defeating the whole purpose of the free up space exercise.
 
To bring back the pics to your phone's gallery either, you can download photos one by one.
Regrettably, there is no option to do so on a batch of photos.
 
Alternatively, you can install the Google One app. There is a one time option to restore up to two hundred most recent photos to the device.
However, that will not restore the local folder structure.
There is no requirement to join Google One. The option is available to everyone. 
However, the method may not be helpful to recover something when the count is more than two hundred.
 
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/.
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.
 
That will bring everything to your phone.

Now Backup and Sync will scan the previously uploaded folders for hours and hours, skipping everything that has already been uploaded. I left it run for about 16 hours at one point, and it still never got to the point of syncing any new photos. I've logged out. I've restarted. I've reinstalled the app. Nothing seems to work.

Welcome to the Google Photos Help Community.

I completely understand where you're coming from. Just to let you know that, if a large number of photos are being backing up/syncing at once, it might take some time. Hence, I'd suggest you wait for some time and check them again. Also, I'd suggest you check your internet connect and speed in order to speed up the backup process.

Also, just wanted to let you know that there might be a chance that the photos/videos are still reading while the photos/videos are backing up. Also there might be a chance that the Google Photos may actually doing a re-scan of the photos/videos to check the duplicates.

Meanwhile, as you've already tried uninstalling and reinstalling the Backup and Sync tool, I'd recommend you try restart your computer first. It might sound simple, but sometimes that's all it takes to fix the issue.

Of course we can't check your unsafe behavior on the world wide web, but to restrict to Google applications - either in the Chrome-browser or via build-in Android-apps (which can be minimised): they should be fairly safe unless you are sharing with "dirty people" - then you can expect everything since Methusalem. 
Hard to help from here. 
But normally Google can be used to built a very nice photocollection in their very safe clouds.

PS: you don't tell, but I assume that it merely are you own photos with your smartphone and because you have chosen to backup them automatically, they also are shown in the Photos-app on your Chromebook.

Thanks for this information, but most of us can't test that because they have no duplicates. 
And in fact duplicates don't exist in Google Photos - it may be many look-alikes but then you always has to discern yourself which ones can be trashes bases on the technical or pictorial differences. 
Maybe the application can help to make these decisions easier and more efficient. 
Sorry - Google is not very helpfull also.

Kamal Parmar 7323, is everything deleting from the trash bin? Do note that Gmail and Google Photos also take up space. 

Many emails inside of Gmail are considered small so you would have to delete thousands just to see a dent in storage. 
What types of files or emails or photos are you deleting? What were the storage amount of the item?

So when you say deleted you do mean completely gone from the trash bin? Google Drive, Gmail and Google Photos all have trash bins.

Ksmal, you have enough storage according to that screenshot. And Google Drive wouldn't be the product taking up all the storage either but Google Photos. You have checked with Google photos help community regarding their trash bin and ensuring photos are being deleted from it, correct? 
(0.02 GB is not that much space taken but after a certain date in 2021 all new files and uploaded files did count against storage.)
 
Are you getting an error message when you are uploading files or are people unable to email you?

Thank you. And as seeing the screenshot shows Google Photos is the issue not Google Drive, I am going to move you on over there since Google Photos trash bin is a bit different than Drive trash bin and they can explain a lot better than I can of what kind of photos take up storage.

You can create new folders also on your device through Google Photos. 
  • To do so, switch to library view.
  • Tap to open any folder.
  • Tap any pic in that & slide up
  • Below the picture you will find an option "Move to folder". Tap on that.
  • Tap new folder & provide a suitable name.
  • Your photo will move to that new folder. However, you can shift that back to the previous folder through the same steps above.
Nevertheless, a better way to create new folders is through some file explorer app. That avoids the unnecessary photo movement.

Once your photos have been permanently deleted then you won't be able to get them back from Google Photos, first you'll need to check to see if they're still in your bin. You can find out how to do this by following the instructions at this link here.
 
There are apps that you can use on Android that may be able to restore deleted files, if you click this link here it'll take you a Play Store search for restoring deleted photos, you'll be able can find the highest rated apps to see if they help.
