The below is the text appearing on the official help page.
You can change the date and time stamps for photos and videos using a computer. 
When you change the date and time of your photo, the edited date and time will appear in Google Photos. But if you share it with other apps or download it, it may show the original date and time saved by your camera.
  1. On your computer, go to photos.google.com.
  2. Place your cursor over a photo or video. To select the items you want to update, click Select.
  3. At the top right, click More.
  4. Click Edit date & time. For multiple selections, you will see two options:-
    • To specify a date and time for the first item and automatically adjust the dates and times for the other pics relative to that, click Shift dates & times.
    • To set the date and time for all the items you selected, click Set one date & time.

-its really strange, I havent change anything and it just stopped. I knoe they changed their policy in june.

A complete reset of the Google Photos app may be required.
  1. Check the app trash to make sure there are no photos and videos mistakenly deleted
    • Empty the trash
  2. tap the account icon at the top right
  3. tap your email address and select Use without an account 
  4. Power down/up or restart the device
  5. sign in again making sure you are using the correct email
  6. check that the Backup & sync settings are correct and using the correct email
  7. wait until getting photos finishes, could take a while
    • Please wait until it completes leaving the app open and plugged in if necessary.

Google Photos never uploads the same picture multiple times.
What we see as duplicates have some differences in file format or metadata.
Additionally, if you have activated Raw + JPEG capture or bracketing in your phone app, that would create duplicates.
 
Regrettably, Google Photos doesn't provide any means to remove the apparent duplicates. You have to search those manually.
 
However, you will find some tips in the following article on how to avoid duplicate photos & how to remove those.

If you choose to proceed anyway, there is nothing that any of the volunteers in this forum can do to help you recover your pictures.

If you deleted pictures or videos that were not previously backed up to your account through the Google Photos app, then unfortunately there's nothing that Google or any of the volunteers in this Help Community can do to recover them.

Depends how you did upload these pics in these documents - if straight from computer, they may not be on that computer anymore. And if straight from Google Photos, they can be deleted there also due to whatever action - even because you did not need them anymore in your library or in any album.

With forced full screen it's impossible to manage the library and edit photos.  I'm not sure if this is what the OP meant, but I want to be able to view photos on the external monitor as a mirror of my iPad screen, not full screen, so that I can select photos, edit them etc.  Is there a way to do that?  Thanks
