You can download the pics to your device through either of the following options.
 
You can download photos one by one.
Regrettably, there is no option to do so on a batch of photos.
 
Alternatively, you can install the Google One app. There is a one time option to restore up to two hundred most recent photos to the device.
However, that will not restore the local folder structure.
There is no requirement to join Google One. The option is available to everyone. 
However, the method may not be helpful to recover something when the count is more than two hundred.
 
Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/.
Select the Google Photos app for data download.
Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery.
 
That will bring everything to your phone.

It doesn't look like facial recognition is available in your area, Google hasn't released this feature everywhere because of data protection worries.
 
There is a quick workaround where you can trick the service in thinking you're temporarily in the US, this will turn facial recognition on and you won't need to do it again. I've made a video telling you how to do this here.

How is it that you have the camera "hooked up" to your desktop. Is this a wifi or bluetooth connection, or are you connecting with a wire?

In any case, a simple way to get images from a camera to Google Photos is to offload the contents of the camera's SD (or other) card into a hard drive folder on your computer, then open a browser to photos.google.com, sign in to your Google Account, then drag the folder onto the face of the open browser: the images will automatically be backed up to Google Photos and you will be prompted to create an Album if you'd like.

  • Tap once again to make the controls visible
  • Tap the edit symbol
  • Adjust the sliders to remove frames from leading and trailing ends. See the screenshot below. You can slide the preview bar in the middle to verify whether the selected content is the desired one.

I'm trying to create an album with a selection of 613 items (mostly photos, a couple of short videos) in Google Photos, but no matter how many ways I try to add them to the album, only 601 appear.
I've tried many ways of selecting the photos in library (moving in selections of 300, moving each selected date, etc)
The videos have all copied over just fine, so it's something else.  Some of the photos are very similar - could google be combining them within the album?  How do I turn this off?  I don't want to remove any photos from my library until I know for certain they're all in the album, so this is really causing me some trouble.

You should not remove these photos from the library at all, because that will also remove them from the album. An album does not contain an extra copy, but shows the photo that is in the library.

Ok, sorry for being unclear.  This still isn't answering anything - I'm having this issue happen on a new album of different photos I'm trying to make.
I selected a certain day of photos (473 items) and created an album with them, and now tge album says it has just 286 items.  An album I created of 343 items lists that it has 319.  Just created another of 272 and it lists 266.

I think google might be making decisions on photos to remove that appear to be duplicates, but it's making it incredibly hard to keep track of if I've got everything I want in an album or not! Can I turn this off? Or is there at least a message that says "google didn't move 10 photos because they appeared to be duplicates

Thanks for clarifying.  I doubt that "duplicates" should play a role. I know that, when you try to add the same photo twice to an album, it is not added again, which is fine. But I think that when a photo is twice in the library it should also appear twice in the album when you add both. I tested this with an example.

I suggest that you carefully analyse one of the albums to see what is missing, and let us know what you find. I would also check whether the number given in the album list corresponds to the actual number of photos in the album.

Using API's goes beyond the general experience of the volunteers, so don't expect a good answer. 

But if your pictures did not come from your own camera producing standard exif-information, you never will get the good order via Edit album, apart from additional problems caused by your methods of processing or editing before uploading. And random time-zones also may play a confusing role and some methods do reset the zone to zero. 

Besides: it is totally unclear why you need an API for uploading, while being able to do this straight via your browser or via the Backyp & Sync app on pc or phone since years.

My point really was to educate people that simply saying "EXIF problem" and "Not possible" is not correct (or incomplete at best) and a response is not needed (hence the "FYI").

I am happy that you find the web sufficient for your needs. My requirements are, however, not met by either the browser / backup and sync. A failure to meet requirements using existing tools is the usual reason people write apps.

My serious collection-building over many years never has needed anything more then the website and when I would have no PC anymore, even the phone-app is good enough, but much less comfortable due its small screen and more opportunities to do something completely wrong. 
 
But after Google has "murdered" Picasa + Picasaweb, it did become a problem for people who need bulk album-creation indeed.
However not many are able to write their own apps or have enough pc-experience in using third party apps from github etc. 
 
So I am afraid that your info falls in a deep pitt - also because most do not follow this endless forum-page daily. Most of them don't even reply on our answers or follow-up questions.
