Proceed slowly and carefully. It is difficult to really understand what is happening here.
Possibly Allen logged into Google Photos on your phone, but it is unclear if some of your photos might be in his account (and removed from your phone).
 
Try to get some in person help from a tech saavy friend or relative (not a phone shop unless you really trust them).
It seems like the biggest potential risk is that you lose the (possible) connection to the account and access to the photos.  If you have access to Allen's account (or you don't care about losing photos) then this is less likely.  You can see photos in an account that you are logged into at: https://photos.google.com/u/0/
 
It is possible that an app might be logged into one account and the phone into another one. 
 
Other opinions / ideas are welcome!

I am well aware there is a 10GB size limit on videos uploaded to google photos.

I would like to request that to be upped. I don't think that is adequate given many videos are recorded in 4k video with high bitrates.

I have a wedding photo album containing a few hundred photos but cannot upload an 11GB 4k video of the ceremony even though I have paid for the storage.  A little annoying.

@Google, please review the size limits.

However, this is a peer support forum where volunteers answer the queries.
We, volunteers, are users of the Google Photos app just like anyone else.
 
Since we use a product or service that is "Free to use", there wouldn't be any official support from Google & hence the existence of such peer support forums.
 
There aren't any Google employees or representatives reading the posts, usually.
 
The only way to reach the Google Photos team is through the help & feedback route & hence the suggestion.
 
Additionally, Google Photos is for storing, enjoying and sharing personal memories. Google Photos is not intended to store or serve media such as photos or videos that aren't personal.
Possibly Google never figured out the family videos can grow to a size beyond 10GB. 
The suggestions through the help & feedback route will update that awareness.

But apart from that: shooting 4K (8K is coming :-) combined with cloud-storage is modern madness. 
So it would be a better approach to add a switch to prevent videos to get backupped at all - like in the OneDrive-app. Then you can send such monsters via Wetransfer to the family and move them to your computer to prevent killing the local space on your phone. 
Thereby you also are preventing extreme uploads and the need to use original quality - else they get compressed to 2K. And you also prevent the need to hire 2 TB space at Google very soon.

Both consumer and enterprise grade storage is cheap these days - 15TB drives in the market etc. Perhaps I misunderstood what you said, but I think you were suggesting backing up videos elsewhere.

The whole ethos behind google photos seems to be that you can keep all your visual memories in an album in one place, backed up securely and share them. And worth mentioning too, even photos are starting to sidecar video with them these days e.g. Live Photo's. If I were a betting man I would say it is only a matter of time until they increase the arbitrary 10Gb number.

I would want to continue album usage in this way, or I would seek a new cloud provider which does both properly.

I have raised a feedback ticket and for the meantime am backing the full def 4K video up on google drive.

Yes, I do say that - when you have an iMac with a 4K monitor, you can play such videos in their full glory straight from disc, while via Google they always get compressed for viewing via apps on small devices or via the website. 
Thus storing at original quality on Photos only means that they can be downloaded in far future in their uncompressed quality (Drive always stores in original quality). 
So for eternal backupping your cloud will become extremely expensive and even then will be limited. 
And what new limit should Google choose then? 
What is wisdom in this ratrace? 
 
PS: these 4K monsters already are causing critical problems with the local space on phones and the current free-up space option in the app is not able too handle them either.

Here in the Photos group we are all volunteers without access to anybody else's data or accounts.. I am not sure if there are people with special capabilities in the Account Help group but they are the experts on your situation.

It is always a good idea to store important images in more than one place / tool.  My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).

If you deleted an item and want it back, check your trash to see if it’s there.
If the item is not in your trash, it may be permanently deleted and cannot be recovered.
Steps to recover deleted photos from Trash are as follows:
  1. On your Android phone or tablet, open the Google Photos app .

  3. Click Restore

I haven't noticed that before but it is only on photos which are smaller than the available screen pixel capacity.  Images > screen pixel are zoomed to show 1:1 and images < screen pixel are already shown 1:1

Of course you should not post on such inferior apps which are too stupid to be able to connect to Google Photos used by the whole world  :-)
But you should not use screenshots - just open the photo of video in the Google app and hit the 3 dots and then you will see the download option. The file will land in a folder named Restored which should be visible in your gallery also.

PS: your gallery got emptied because you have applied the free-up space option. So you should not do that anymore, unless your phone really has too less space anymore - that is a very dangerous situation, but then your phone will warn also. The problem today is that people are shooting very space-consuming videos.

You simply can switch-off backup in the settings under your profile to prevent further copying to Google for your safety and we can't help that you have chosen to switch-on that function in the past and have chosen to get copies at original quality - that always leads to reaching your free 15 GB limit quite fast - especially when shooting videos quite often. 
Then it is normal that you need to pay for moving your limit to 100 GB or more to prevent problems with Gmail en Drive (documents). And then you also can have direct Google support in case of problems. 

So how you are planning now to make safe photo-backups every week or month? 
No Google here - just volunteers.

PS: Google has no switch to delete all at photos.google.com to prevent that people use that by mistake (they surely will do). So you need to delete them manually if you really need more space at one.google.com/storage for Gmail and/or Drive. 
If not, just leave them there in case you change your mind soon - just because of safety against problems with your phone (damaged, lost, stolen) or when you want to change to a new one.

There are many forums about this but nothing works, clear data, cache, reinstall the app, sign out and sign in, erase some photos, turn off backup and upload manually, etc, etc, etc... 

I have finally ended up turning off the backup, and even with that, Google photos is the app is still the 1st app in the battery list.

In addition I have a video that never upload, I have tried for many days, any help would be appreciated.

I have attached a Photo of battery consumption  with Google photos backup turned off.

We can't help with such design problems, but if you want to use Google Photos for managing your (large) photo-collection and for having a safe backup, you have no choice. But on my Samsung the app says that it has used 11% of the battery-capacity since the last charge and that is not much for my most popular app. 
So I only can advise to switch-on backupping during charging and allow background operation. 
No Google here - just volunteers. 
 
PS: in the general app-settings of the Photos-app I saw an option to optimise battery-usage. 
 
PS: at backup-off you can move that sticking video to a neutral folder in order to take away that block.

You don't tell us the reason why you want this, because Google does not remove anything from your cameraroll, unless you have activated the free-up space option because your phone got out of space. 

If you really have done that less then 30 days agoo, then they still are in the Recently deleted folder in the Apple Photos app and then all can be recovered immediately. 
Come back to report. 

PS: there is no need to download them from Google because you can view them and also share them via the app in a much better way then people usually do.  And you have a collection in a safe cloud that will survive your phone. Else you need to use iCloud.
