I have a habit of taking multiple photos on my iPhone then going back later to delete the ones I don't want to keep and selecting my favourite. 

If after doing this, I delete all of the photos from Google
photos and then allow it to backup again, will it reupload the photos that I have deleted from Google but are still on my device? 

To then leave me with only the wanted photos of the lot on my Google photos. 

Wanting to save space of Google photos but like to use the iPhone gallery to edit and pick the photos I want to keep.

Sorry,  that process is not what Google Photos was designed to support. It is likely to be highly error prone. It is likely to involve changing the Backup & sync settings or avoiding going into the Google Photos app at the wrong time in the process (to prevent ~all images~ from being uploaded).  
 
If you "delete all of the photos from Google photos" that will also delete the images in your iOS Photos Gallery / App.  You MIGHT be able to manipulate the Backup & sync settings at different points in the process, but again this is likely to be very error prone (from a manual process standpoint).
 
The easiest and safest thing to do, is just use Google Photos for virtually all photo management activities (album creation, deletion of items you permanently don't want, and "Free up space" to delete the device copy of images).  My wife and I use iPhones and iPads exclusively now for image capture and this is the process we use - the only feature we might use in the iOS Photos App is accessing the Recently Deleted Album (and this is completely optional).  
 
Note:  Google Photos and ~iCloud Photo Library have different approaches to photo management and should not be used simultaneously.
 
It is always a good idea to store important images in more than one place / tool.  My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).

If You Deleted Files and would like to recover, You may try the steps below:
 
For Computer.
 
If you want to get a deleted item back, check your bin to find out if you can get it back. If your photo or video has already been backed up and you deleted it, it will remain in your bin for 60 days.
  1. On your computer, go to photos.google.com.
  2. At the left, click Bin .
  3. Place your cursor over the photo or video that you want to restore, then click Select .
  4. At the top right, click Restore  Restore. That photo or video will be restored to your Google Photos account and added back into any albums that it was in.
For Android.
 
If you deleted an item and want it back, check your bin to see if it’s there.
  1. On your Android phone or tablet, open the Google Photos app .
  2. At the bottom, tap Library  Bin .
  3. Touch and hold the photo or video that you want to restore.
  4. At the bottom, tap Restore. The photo or video will be back:
    • In your phone’s gallery app

Permanently deleted video/photos can no longer be recovered on Google Photos.
 
But there is a third party app that you may try to use to recover your permanently deleted photos/videos.
 
You may download the File Recovery from the Google Play Store(Android Device only).
 
That app can recover permanently deleted files(photos/videos). I'm also using it.
 
Note: this app must be use with the device where the files was deleted.

Currently the Convert Video to photo feature is not available and no details provided if this is going to be available. Google Photos provides no direct way of extracting photos from animations or videos.
 
As a workaround, you may play the video on your Android device and take a screenshot of the frame you're interested in. On most Android devices you can take a screenshot by simultaneously pressing the Power and VolumeDown keys.
 
Another thing you can do is use a third-party video editing app, which should be able to display individual frames and possibly export them.

Regretfully, the app doesn't show information regarding in which albums the photo is already there.
To have the feature in the app, you will have to suggest that through the help & feedback route. 
 
Nevertheless, you can access the web link through any browser on your phone & view that info.

This is a very old complaint never resolved by Google, so the results of (any) feedback always are disappointing because you need a solution now and not after 3 years. 
Therefore I always start with opening an album and then choose Add photos and then you immediately can see which photos already are assigned to that album because they have grey checkmarks. And then you easily can select some non-checked pictures.

If that photo is not stored in phone-memory, the kiosk can't find it. 
So you need to open that specific photo in the Google-app and then hit the 3 dots. Then you will see the download option to get a copy in memory. Maybe you need to repeat this for many photos because you have applied the free-up space option recently and then your phone is empty apart from a few recent shots.

"How to delete Google Photos from the cloud only

If you have had enough of Google, you could delete photos from your cloud and all other synced devices but still keep them on your phone. The original images will stay in your Camera folder, which you can find under File Manager if you own an Android device or your Photo Gallery if you are an iPhone user. However, once the sync is enabled again, all photos will be synced and will reappear on your Google Photos account.
  1. Open the Google Photos app on your phone. Go to Settings and Backup & sync. Make sure that Backup is disabled.
  2. Go to the Google Photos website and sign in with your Google account.
  3. Select all the photos you want to delete and click on the bin icon in the top right-hand corner.

But what you want is very complicated and full of troubles because bulk deletions on Google Photos always causes problems with the space-counter at Google and we have no idea how to prevent them. 

Besides: Google Photos is much more comfortable for viewing and searching then Google Drive and takes much less space: if used at high quality until June 1 nothing. 

But you also have to be more clear about your situation on Drive.

If you still have a Google Photos tab on Drive which is filled up-to July 2019 - that collection takes no storage as long as the corresponding pictures on Photos are not deleted. 
However: what have you done after that date - that is totally unclear, so come back here to explain much more accurately. And tell us about the 3 numbers you see at one.google.com/storage

That is completely different from your original story where you talked about many years. 
So you can't have a Google Photos folder on Drive because that connection was stopped by Google in 2019. But why you have got 4.5 GB on Drive then - that is abnormal. 
Then you have that much on Photos is caused by your choice for original quality and then you never can avoid that you need to start paying for more storage. 
So better then deleting bulks, start with pressing the Recover storage button on photos.google.com/settings in the Chrome-app and then wait a day before checking your storage numbers again. And on the same menu you can check for having unsupported videos which should be deleted at Google because they take a lot of space, but can't be shown.

Hello Alexandra, the easiest way to download your photos from the cloud to your SD card is to enable the Google Photos folder in your Google Drive and then go to this folder in your Google Drive and download its contents. Make sure you don't enable Google Photos sync on your SD card becuase they might get re-uploaded and you might end up with duplicates.

I'm travelling long term with my gf. We buy and use only one data Sim in each new country we visit. I connect to my gf wifi when hotspot is on.

I have set that SSID  as "data plan" in Android settings.

Although it's marked as data plan, google photos still uploads photos when connected to that wifi. I take many pictures during day and I need to have internet connection so I manually turn off syncing (uploading) and I turn it back on at hotel for night upload to turn back off in the morning. 

Problem is many times I forget to manually activate/deactivate syncing incurring in expensive data costs or failing to upload photos at night and free pixels space for more pictures on the following day.

I've looked at every google photos app setting options but there is nothing that can help me. 

What do you suggest?

Unfortunately, there isn't any way where you can restrict specific wifi or data plan from not uploading or syncing to the Google Photos from your Gallery. If yes, then you should be finding the deleted pics in the bin, unless you have emptied the bin also.

However, Google photos never removes any content without any user imitated action.
 
Following are the possible reasons for the loss of pics.
  • Deleting a photo either through the phone or Google Photos. Then the sync action removes that from the other end also.
Further, the following practices allow someone else to do so with malicious intent.
  • Handing over the phone to someone without screen pinning
  • Sharing the password.
  • Setting a weak password.
  • Not activating two-factor authentication.
  • Leaving browser sessions open on a PC allowing unhindered access to Google Photos.
