Here in the Photos group we are all volunteers without access to anybody else's data or accounts.. I am not sure if there are people with special capabilities in the Account Help group but they are the experts on your situation.

It is always a good idea to store important images in more than one place / tool. My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).

According to the official Google Photos Help page, the free unlimited original quality storage is only for pictures and videos taken with your Pixel phone and uploaded via the Google Photos app.

So, this has no impact on the storage used by items in Gmail or Google Drive. Also, any pictures or videos uploaded to Google Photos via the website will not qualify for the free original quality storage.
