That are two unrelated questions.
The archive in Google Photos just is a secundary stream stored at Google for photos you don't want to see in the mainstream. So as long as you don't start deleting or ruïning your account, they will stay eternally - just like your mainstream. Also see photos.google.com in the Chrome-app or in the browser on your laptop.
Nevertheless it always is wise to have an additional storage place for your original files on phone and moving your files to an sd-card is the worst option, because that tiny card may get lost or stolen together with your phone on some bad day.
So it is more wise to copy the new files to your computer via the usb-cable weekly or monthly.

What you are observing is the intended feature of the Sync function.
Sync means that your photo library stays consistent across all devices that are signed in to your account with Google Photos.
For example, deleting a photo from one device will delete it from everywhere, and editing a photo on the web will edit the photo on the original device.

To delete the pics from Google Photos without affecting the one on your phone, I suggest you go through the following details.
When you delete a photo in Google Photos it will also be deleted from all synced devices. In practice that are only mobile devices (phones and tablets) since syncing with computers has been disabled. There are however ways to do this:
- Disable Backup and sync on the device
- Move the photo to a non-synced folder before you delete it from Google Photos.

Welcome to the Google Photos Product Help Forum!
When using multiple correctly set up devices using the same Google (usually Gmail) account, the images in Google Photos using the account will be visible on all devices.
- The images are visible on all devices, but not downloaded (other than small cached thumbnails).
- It sounds like the Back up & synch settings on your iPad are not turned on (go to settings from the 3 line menu).

Yesterday I was looking up some photos and videos that are already uploaded on Google photos years ago and everything was fine and all the data were just there as usual, but when I entered again I couldn't find any uploaded photos and videos from 2016 to March 2020 everything has disappeared! I don't know what happened I didn't delete anything and there's nothing in the trash or the archive. alot of those photos were personal and they are very important to me and unfortunately I don't have any other copy of them.
