You should look straight under Pictures on device on the Library page of the app - if they are not there either, it are no folders that are relevant for Google Photos for reasons I can't guess. 
It also can be folders which belong to special (social) apps which are hidden for Photos. 
 
Be aware that your standard Gallery may use wrong words: albums instead of folders and stories instead of albums.

Google Photos does not copy folders, only their contents if the folder is set for getting synced. 
You have to create thematic albums yourself - for example an album to show your Instas. 
And if you switch-off the syncing for the folder, you can decide manually which pictures shoud be uploaded straight into that album.

Albums just is way to create virtual collections about certain themes and for sharing certain happenings. 
If not necessary anymore, an album can be deleted without deleting the originals in the mainstream.

Maybe you can use the download button on Google Photos when you've opened a photo. I suppose you don't have that photo on your phone's local gallery, right?

And you only need to do that for a single photo when needed in some social app. But Whatsapp did become more bright recently become you can connect to Google Photos directly. So no need for downloading most of the time, because you can view an share your pictures from within the Photos-app directly also. 
Stop believing in your gallery, because everything will be lost there when your phone falls in the Niagara like they always do.

I have created an album with photos that have location data added by my Android phone.  Before I share the album, the location data shows in the detail view in PC Chrome/Photos.  After sharing, it does not.   This is reproducible.  The "hide location data" slider is set to off.  Moreover, the location data is visible on the same album photos on Android.  Photos downloaded from the album on PC have location data as well.

This strange behavior is already "escalated" at Google this morning, but they all are on holiday of course, so don't expect an answer before Christmas :-)
For me as an European this is quite normal behavior since years when shared via a link, so it is unclear if this is an intended change for Americans or just a sudden bug. 
Best to complain via the feedback option under the question mark on the Photos-sites also - just to support my "escalation".

Sorry, I just was guessing that because of differences in privacy-rules between Europe and USA. 
So the situation is unclear, but I never have spent much attention to location-information in the past before I had a smartphone. 
When I sent a link to my alternate adress, I still can view that older album with location info in The Netherlands. 
But such changes may go slowly over the world in the next days. 
Don't to spent to much attention to this side-info because our children know were we are usually :-)

In meantime the problem is solved in a totally unexpected, but quite logical way. The hide/unhide-switch is not in the general settings anymore, but in the options of individual albums shared by you, like you also have options for allowing to add pictures and comments or likes. 
 
Can you check if this new switch already is present in your albums: look under their 3 dots for the Options. 
In older albums the switch will be in ON position probably.
