Could you please elaborate the issue or your query for me to assist you better? It can be possible that the photos weren't uploaded successfully to Google Photos (cloud) and also make sure you're logged in to Google Photos with the same Google Account that you used during the backup. Photos/videos that are not synced or backed up, will still appear in Google Photos and will have this icon  (which means not synced/backed up) or some photos/videos will also show up with the two arrows in a circle mean backup is in progress.

Once the upload is complete there will be no icon on any photos/videos. Often, many of us misinterpret that they are all backed up because the photos/videos show up in Google Photos and we over see the icons on each photo/video. If the photos/videos weren't backed up they cannot be deleted from the Google Photos library nor Trash.

In case, you are uploading a large amount of data (photos/videos), please know that it might take 24-48 hours for the photos and videos to sync across all devices. Please ensure to have 'Backup & sync' enabled on the Google Photos settings while you're backing up your photos and videos. To check is the content is backed up, login in to photos.google.com to checked for your backed up photos and videos. 

However, if you're sure they were backed up, I recommend you looking for your video here:

• photos.google.com.
• photos.google.com/trash.
• picasaweb.google.com.
• drive.google.com (under Google Photos).

If a photo/s is deleted from Google Photos, it would go to Trash/Bin for the next 60 days (after deletion). Unfortunately, if the photos aren't found in Trash or deleted from Trash, I'm afraid, you might not find them else where to recover them because Trash is the last resort to retrieve your lost/deleted photos.

Meanwhile, also try giving the below steps a try once again in a sequence to help resolve the issue:

• Close the Google Photos app and re-launch it.
• Sign out and sign back in to Google Photos with the same Google Account.
• Clear App data:
• Open your device's Settings app (not the Google Settings app).
• Touch Apps.
• Select Google Photos in the list.
• Touch Clear data.
• Update the Google Photos app on your Android phone:
• Visit the Google Play Store.
• Open Google Photos.
• Touch on Update.

However, once a user deletes something permanently despite a warning message or allows the content to time out in the bin, Google doesn't maintain any backup. 

There is no way to get back the content through Google Photos.

and run a scan for anything to recover.

Well google account has 15 GB of free storage which includes Gmail drive google photos etc. If suppose you have used all 15GB storage then you need to purchase a google one plan or empty storage in case you purchase the storage. Then if suppose you fill the 75 GB of data with google photos and you didn't pay for next the month then all the data beyond 75 GB won't be visible to you. and your Gmail won't work as you are beyond your storage. Then you need to purchase the google one plan or delete all the photos and files etc. As soon as you pay you will be visible with the rest of your data.

 

3. Google Photos is completely separate from yours and they do not have access to any of your photos unless you decide to share them.

If you chooses monthly plan you need to only pay for months you have subscribed no need to pay for missed months. And it is available up to 2 years after that beyond 15 gb data is deleted.

If you subscribed a month and you consume 76gb of data then the next month if you didn't subscribe the data won't be visible and you won't able to receive or send email or upload files or photos.

Untill you enable your subscription or downgrade your data below 15 gb

Following is text from the official Google Photos Help page about deleting and restoring photos and videos:

If you deleted an item and want it back, check your trash to see if it’s there.

1. On your Android phone or tablet, open the Google Photos app .

If you deleted pictures or videos that were not previously backed up to your account through the Google Photos app, then unfortunately there's nothing that Google or any of the volunteers in this Help Community can do to recover them. 

 

Files that existed only on your phone, ones that were never uploaded to the cloud, cannot be recovered or restored by a cloud storage service. Simply put, Google can't help you recover files it never had in the first place.

I've tried a lot of things trying to fix the problem but only after I uninstall all updates it started to work as expected. On my normal Android the Google Photos-app is at 4.22 so open the Playstore and choose Photos and click Update. Then restart your Pixel and check if the app is going backup new pictures when having good wifi. 

Besides there maybe something wrong with your way of use causing too much storage in your free account. Free storage in original size only applies to pictures taken with the Pixel-camera - not to any other stuff uploaded via the Google app.

To reduce the photo size, you can do so through these two options in Google Photos.

• Upload the picture in high quality. That will produce some size reduction.
• Crop the pic to remove unwanted portions from the borders. That will give further sizer reduction.

Still, if you wish to have some more reduction, then please use another app "Snap seed" by Google.

Once installed, the editor in Google Photos shows that option through "More".

 

In the settings of Snap seed, you can do image resizing within a range from 4000 px to 800 px. Additionally, you can choose JPEG compression ranging from 95% to 85%

A combination of both options would resize the file to the desired number.
