You can do that through these steps.
  • On your Android phone, open the Settings.

  • Tap Clear storage.
  • Next, uninstall the Google Photos app.

# WIFI connectivity is intermittent. Too many devices connected to the same router thus restricting the bandwidth.
# Download & upload speeds are too asymmetric.
# Google Photos app is not allowed to use
  • Data in the background
  • Mobile data
  • Mobile data while roaming
# Activation of data saver through the settings.
# Putting a limit on the daily use of mobile data through the settings in the app.
# Putting a limit on the use of total data in a month through the settings in the phone.
# Activating battery saver or super saver mode.
# Existence of a zero byte file in the folder.

There is no way to get back the content through Google Photos.

First, you have to format the SD card through the phone. Once done, the OS will start accessing the card.
Formatting also ensures getting rid of any malware.
Then, you can shift all the photos on your phone to the SD card through the following steps.
 
Although there are multiple ways to transfer the content from the internal memory of the phone to an SD card, doing so through Google Photos allows retaining the backup and sync aspect.
Please follow the steps below to achieve the transfer.
  • Open Google Photos.
  • Tab Library.
  • Tap the desired folder under Photos on the device like Camera, Screenshots etc.
  • Select photos by long pressing then tap others after the tick confirms the first selection
  • You can also long-press and stroke down while still in a pressed condition, to select a batch.
  • Next, tap the 3 dot menu top right.
  • Tap Move to folder.
  • Tap New SD folder, type a folder name then tap Create.
Note that if the photos are backed up to Google Photos this will not remove them from the Photos, and even if the new folder is not selected for Backup & sync any contents will still be deleted if you delete that using the Google Photos app.

In my opinion, there is no need to remove photos from other devices unless you want to relinquish the ownership of the phone.
 
Nevertheless, if you want to do so, please follow these steps.
 
To remove pics from the phone gallery but retain the copies in Google Photos is relatively easy.
 
To do so, tap on the photo you want to remove & then slide up.
Below the photo, if you find the text "Delete from device", then tap on that. 
If not, the photo is not there on the cloud & you need to upload that first.
 
If you want to take the same action in bulk, use the option "Free up space". 
Then, the app backs up everything first & removes the originals from the device.
 
However, once the backup & sync is on, never delete the pics directly. Else, because of the sync action, you will lose both the one on the phone and the cloud at the same time.

We don't understand why the app so badly warns in time, but that probably is caused by the ugly 4K videos which are shooted nowadays which suddenly can add 20 GB. 
And we don't have any information from Google yet about the frequent crash-problem either, but probably the app simply has too less freedom anymore to carry-out this heavy task safely. Or your recent videos are not yet backupped and processed completely. 
So you need to start doing this yourself by installing the light Google Files app which has no trash - so deleting a selecting of oldies really will free-up space on your phone until the free-up option can do the rest. But first check on photos.google.com in the Chrome-app if your backup is fairly complete.
