Thanks for stopping by the Google Photos Help Community.

As you've mentioned that you're able to view all the albums on the web version of Google Photos and not on iPad, please give a try to the steps mentioned below:

1. Disconnect and reconnect the Google account from the Google Photos app on your iOS device.
2. Uninstall and reinstall the app.
3. Restart your device.

Hi Sonya. Thank you for that. I did try deleting the app and reloading and that didn't make any difference. BUT - after I posted the question I went back to the laptop to make a note of which albums I was missing from the app on ipad and I noticed that the missing albums had the word "shared" along side them. This was a puzzle as I had not shared them with anyone. But when I went back to the laptop and shared the albums with myself (had to do it individually, about 50 of them) they then appeared in the app. So I don't know what happened but it has worked for now.

The Google Photos app acts as a portal viewer and shows the content from the phone + currently logged account in Google Photos.

That creates a impression regarding the backup.

You should always verify the correct status by looking at the messages at the backup and sync option.
Further, you should verify that by visiting the link https://photos.google.com 
Can you do so now?

Nevertheless, if you do not find pics through the web link, that means the backup was imperfect.

If so, regretfully, there is no way to get back anything through Google Photos.

If you know your old accounts, you always can try to log-in to photos.google.com in the Chrome-browser in  order to check if anything is still there. But I am aftraid not after such a long period of inactivity. Normally you are warned then, but if you don't use Gmail daily, you have missed such warnings too. 
In general it is a big problem that people start with making a new account for a new phone and then your history at Photos gets broken and people mostly forget about the details of their old accounts.

I used Backup & Sync on an old Mac to get all my photos out of iPhoto and Apple Photos into Google Photos. Confused about 2 things:

1) On the Backup & Sync app Preferences, the setting ""Upload newly added photos and videos to Google Photos" is selected. And I see the photos went into Google Photos. But on my Google Photos web settings the toggle for "Sync photos & videos from Google Drive" is set to off. This seems wrong given that I just used Drive's backup and sync tool to get a bunch of photos into Google Photos. 

2) What I want to do is delete the photos out of Google Drive, as I am trying to avoid muddying up Drive and Photos and just want to keep the majority of photos just in Google Photos. I only took the steps in question 1 to make it easy to get thousands of photos into Google Photos. I also know I uploaded a good amount of duplicates in my quest to get *everything* off my old Mac, and that is likely taking up a fair amount of GB of storage, even if Google Photos smartly removes the duplicates.

But it seems reading through the help pages that deleting stuff in Google Drive (even if it's just backed up and synced from a specific computer?) will also delete it in Google Photos.

Just to let you know, Upload newly added photos and videos to Google Photos will upload the photos of your Desktop to your Google Photos.

And the option of Sync photos & videos from Google Drive will show the photos of your My Drive into Google Photos.

But as you'd not like to have the photos in Google Drive, I recommend downloading the photos to your device so that they can get synced to your Google Photos directly.

I can expand on this tomorrow if required, but in a nutshell Backup and Sync creates a dummy hierarchy in Google Drive which is zero rated for storage and integral in the Backup and Sync process and should not be touched. This hierarchy is under Drive / Computers.  

Sync photos from Google Drive is a separate function which applies to photos manually uploaded or synced with Google Drive to the Drive / My Drive section.

What you see is how it should be and should not be tampered with  unless something has gone wrong,

i understand it may not be caused by google photos, however searching around the internet and social media its openly stated that this problem is only created by daily gallery updates from google photos and cloud back up. while its i have google photos uninstalled and cloud back up disabled, there are google functions coded directly into the gallery application itself which could be causing this.

on the cause itself ive ruled out:
norton antivirus and junk cleaner (running these does not delete anything in gallery)
device optimization and maintenance in samsung s9+ settings
device cache and temp file clearing in device maintenance in samsung s9+ settings
i have no viruses or ransomware detected so its not that
and my internet browsing has been fine so far and i clear cache of internet browser daily and its not that either.
my norton says all the apps ive got are safe and i only download apps if they have a good reputation and very large user base.

simply put if its not googles modifications to the gallery apps programs, then from a programming perspective i have no idea how my images are going from Saved File space to Free File Space on file registry save state on the sim card by themselves.

Not a very good illustration, if I change a time zone for example
08:00 GMT or 08:00 AM
change to China which is GMT+8 the time will change to
16:00 CST or 16:00 PM
 
Which is essentially the same time in the two places.
 
If you have a problem because the time zone has been interpreted incorrectly you would need to change both the time and zone to be what you want.

However, once a user deletes something through the bin despite a warning message or allows the content to time out in the bin, Google doesn't maintain any backup. 
There is no way to get back the content through Google Photos.
 
Nevertheless, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&amp;c=apps;
and run a scan for anything to recover.

However, to get the pics through your old account, you should know the user ID & password.
If not, then regretfully, nothing can be done through this forum. You have to create a post in Google accounts forum only.
