I used Picasa extensively on my iMac and have several dozen albums organizing my photos.

A couple of years back I started paying for Google Drive space and using Google Photos Backup to push all my original photos to my Drive. (Independently I have Google Backup & Sync backing up my other files.)

How can I get my Picasa albums into Google Photos without re-uploading/duplicating all the photos within them? In other words, I don't want to upload/sync Album1 and get a new web copy of Photo1, Photo2, and Photo3; I want Google Photos to recognize that my existing web photos Photo1, Photo2, and Photo3 belong in Album1.

I want to decommission Picasa without losing all my albums.

Update: just discovered Google Photos Backup is now also deprecated. Doesn't change the question, but means I have to switch my photo backups to Google Backup and Sync.

To be clear about names: "Picasa" is the photomanager for Windows or Mac which is left unsupported by Google in 2016, but up to Eastern 2018 it still could sync your local picturefolders (neatly organised) to Google Photos which replaced Picasaweb in 2016 also. So if you still are using the same account since years, your Picasa-webalbums are now shown on https://photos.google.com/albums, but not on Google Drive. 

But your former "Google Photos Backup" does not have anything to do with Picasa and it did not sync your folders to Google Photos, but just uploaded their contents to the library of Google Photos and nothing to Google Drive at all. 
Unless you are in error and you have used Google Drive Sync, but that did not upload to the Google Photos library unless you had switched-on the option to show Drive in Photos. 

Google Photos Backup and Google Drive Sync don't exist anymore and are combined in Backup & Sync from Google and thereby they did create a monster with complex settings and a lot of confusion among its users and on this forum. 

So it is not clear for me why you "Picasa-albums" are not visible already on Google Photos, unless their content is in library only, because Google Photos Backup did not sync folders at all like the Picasa software could until Eastern. 
Check that first (look to the dates of the original pictures to find them back in the library), because if they already are there, there is no need for re-uploading and you can create new albums yourself on https://photos.google.com 
Besides: re-uploading often will not work because Google Photos tries to prevent duplicates in its library. 

Thereby it is not automatically clear if switching-on the Drive-option to show pictures uploaded to Google Photos in a folder on Drive, will help you.

Forgot to say: removing the Picasa-software will not remove the files, but all its virtual benefits like easy editing, creating collections ("albums"), detecting faces etc. There is no need to do that now, because it is not connected to the web and can do no harm there anymore. Unless Apple has a better photomanager now.

Thanks for your reply, Rinus. While I have some web albums, created in Picasa on the desktop and uploaded using the sync function, most of my albums are currently only on my desktop. My entire picture catalog is online, uploaded through the old Google Photos Backup, but most of my albums don't exist there. That's what I want to do.

When your photos are already uploaded, but not in albums in https://photos.google.com/albums you have two options:
  • Select the photos in https://photos.google.com and add them to an album. 
    That can be easy 
    • when the photos are all taken the same day at one event: you should find them together in https://photos.google.com 
    • when the photos were uploaded the same day: they should be together in the "Recently added" view https://photos.google.com/search/_tra_. You also get there by clicking in the search bar > Show more.
  • The alternative is to upload the photos again and immediately add them to an album. There is a risk of getting duplicates though, when a photo was edited or some metadata changed/added. If however your photos are all uploaded in "High Quality" you may simply disregard them.

Not at all. If you want to store all your photos in Google Photos in albums, you much better upload manually, and add them immediately to albums.

"Picasa and Picasa Web Albums are no longer available."
Is also NOT correct. Picasa 3 is no longer available at Google's site, but can be found on other sites. See this link. It is still useful for local managing and editing.

That was totally unclear then to me. 
As said: Google Photos Backup (now part of "Backup & Sync") had nothing to do with Picasa, so you should never have used is, because Picasa could perfectly upload (or sync) complete folders instead of pictures only. 
So offering that Backup together with regular Picasa-updates was one of the misleading Google-actions causing your actual troubles: thousands of pictures in the Photos-library, but hardly any albums. But now it is too late to delete all these pictures and to start-over with Picasa again, because Picasa is disconnected from the web now forever. 
Now I only can hope that your pictures are correctly dated, because then the library at https://photos.google.com is logically filled with chronological pictures merely. 
Most people want event-albums like Christmas-2017 like their folders, but that approach always causes a miriad of albums while it maybe a much better approach to think in years and then to type a keyword in the description of every first image of some event just to aid searching in which yearalbum that event can be found. 
So it is a fully manual job, because the new Backup & Sync app can't do it for you at all. But it can create a synced copy of all desktopfolders on Google Drive and then you may remove Picasa if that has no important functions for your anymore (but it does not harm either unless you have a space problem because of its large database). 

Selections can be up to about 500 pictures, but albums can contain up to 2000 pictures (and movies).

But that idea did not even work, assuming that the pictures on desktop are not changed (even by a single word) compared to the pictures in the Photos-library: then they will not be synced by B&S to Google Drive at all - even when the library-pictures were not uploaded by B&S or GPB, but "manually". 
So I can't check if they take zero bytes at Drive then.

Hi Mick, when you delete an image from the physical device (ensure you are using Files by Google app or Camera app or gallery not the Google Photos app to delete photos), it should not be deleting them from Google Photos. However if Google is telling you storage is full, that means you need to delete items from Gmail, Drive, and Google Photos to free up storage. The Google storage is different than phone storage.

Welcome to Google Photos Community Support Forum & thanks for your post.
 
Google Photos never uploads the same picture multiple times.
What we see as duplicates have some differences in file format or metadata.
Additionally, if you have activated Raw + JPEG capture or bracketing in your phone app, that would create duplicates.
 
Regrettably, Google Photos doesn't provide any means to remove the apparent duplicates. You have to search those manually.
 
However, you will find some tips in the following article compiled by experts with comprehensive experience on how to avoid duplicate photos & how to remove those.
