Google Photos never uploads the same picture multiple times.
What we see as duplicates have some differences in file format or metadata.
Additionally, if you have activated Raw + JPEG capture or bracketing in your phone app, that would create duplicates.
 
Regrettably, Google Photos doesn't provide any means to remove the apparent duplicates. You have to search those manually.
 
However, you will find some tips in the following article on how to avoid duplicate photos & how to remove those.

You can consider a third-party data recovery software if the photos were still on your phone at the time of deletion. Typically you download the software to a computer, attach your phone via USB cable to the computer and run the program to attempt data recovery on local storage (not on Google's servers.)  I don't have a recommendation, and you can do a search for appropriate software and decide if it is worth the attempt.

Since it has been one year as you mention in your post, it is possible the deleted files were overwritten on your phone's local storage and data recovery may not be as successful if used right after file deletion.

I tried deleting some photos from Google Photos but since it was synced, they got deleted from my phone too. So I turned off the synchronization and copied all photos to my phone. Then deleted them from Google Photos, which worked fine. But the problem is, I deleted 58 photos and around 65 photos got deleted from my phone. Some of them were the ones I newly copied. Which I didn't want them deleted. And since there were many photos (and videos), they didnt go to trash. Neither on my phone, or Google Photos. Although there are multiple ways to transfer the content from the internal memory of the phone to an SD card, doing so through Google Photos allows retaining the backup and sync aspect.
Please follow the steps below to achieve the transfer.
  • Open Google Photos.
  • Tab Library.
  • Tap the desired folder under Photos on the device like Camera, Screenshots etc.
  • Select photos by long pressing then tap others after the tick confirms the first selection
  • You can also long-press and stroke down while still in a pressed condition, to select a batch.
  • Next, tap the 3 dot menu top right.
  • Tap Move to folder.
  • Tap New SD folder, type a folder name then tap Create.
Note that if the photos are backed up to Google Photos this will not remove them from the Photos, and even if the new folder is not selected for Backup & sync any contents will still be deleted if you delete that using the Google Photos app.

Deleting the pics from your device will remove those from the cloud also.
However, are you trying to use the "Free up space" feature?
Then, 90 GB is a large amount of data.
Possibly, your phone doesn't have enough free space for the app to work.
 
I suggest you connect your phone to PC, move all the pics to some external disc & achieve the desired purpose.

I can confirm: I uploaded a 24 MP photo on August 22 and it is still 24 MP and 11 MB.  I added one today and will keep an eye on it.  Both photos do appear as big in https://one.google.com/storage/management. 
 
I also checked a few other uploads, but they are only 12MP thus hard to say whether they are compressed, also because the MB does change when a photo is edited in Google Photos. Nevertheless: when I undo the edits and download the number of kB is exactly as the original. 
 
I will ask other PE's whether they can also reproduce, and inform Google. Thanks for signaling: this is bad for users having only 15GB storage and uploading many photos with setting "Storage saver".

Some cameratypes have a hidden MPF-tag which prevents Google to compress the file. 
This problem seems under investigation now, but over years there were too less complaints because before June 1 did not count these "high quality" uploads.

PS: a 24 MP raw files also will be about 24 MB and not 11 - so that is not the point.

I heard that google doesn't compress images smaller that 16MPx but in fact I was able to force smaller jpgs to compress by over 50% in size preserving its resolution - at first the showing size was original, two mintutes later and refreshing page it got smaller. By the tip with MPF-tag I removed whole EXIF from a 24MPx jpg photo and it is stuck being original still since yesterday. I opened this pic with paint and saved as even bigger 24MPx 13MB jpg without eXIF and it was compressed - even more confusing. Waiting for the fix!

That's wrong information: at storage saver quality all files are compressed, but 24 MP pictures also will get downsized to 16 MP. 
Sorry, but I have no more info at hand about that specific MPF-tag now. But if I export an image using the oldmodish Faststone-editor, exif is not removed, but the MPF-tag seems to have disappeared.

So I simply would live with this minor inconvenience, because we all need to pay now soon or somewhat later. And what is 20 dollars per year compared to all beers :-)

The face recognition feature is still evolving & is likely to err particularly when faces are either near about or blurry.
 
Nevertheless, If the app has identified the face, you can correct that manually through the following steps.
  • Tap to open the photo which contains incorrectly identified faces & then slide up or tap the three dots .
  • Tap the edit icon at the extreme right edge. (An icon of a pencil  ). That will show identified faces in square boxes & their thumbnails at the bottom. 
  • The ones with a - sign are the identified faces. Tap on that & the face will get transferred to the collection of thumbnails with + sign.
  • Now tap the + sign. Then the app will show you all the identified faces till that time. You can select the right one. Then the photo will get transferred to the right collection.
PS. The edit feature may not be available in some regions. If you happen to be from that, then regretfully nothing can be done.
