The Google app always shows the pictures you have in your camerafolder - maybe including some screenshots. Just like any gallery. 

So if you delete one, you are deleting them from your phone, but they can be recovered from the trash on the Library page of the app. 

But it fully depends on the settings under your profile-circle, if these pictures get copied ("backupped") to your private 15 GB space at Google or not. Just for safety mainly in case your phone falls in the Niagara.

The free-up space function only cleans your phone - it does not clean-up anything at Google - so it may have been nonsense to hire 100 GB. 

See what you are using now at one.google.com/storage and do tell us the 3 numbers you see there before we can go on with further advice. 

Also try to find in the general settings of your phone how much storage space you still have.

There are more complaints and it always are people with bulks - probably from many fat 4K movies merely. 

Are you sure that the app is logged-in now to the same account as used in the backupsettings? 

Are you sure that you have good wifi for some hours and that is allowed to work in background? 

PS: if it are very recent 4K movies indeed, Google needs a lot time to get them processed before they can be displayed in full glory. And that may cause the delay for getting free-up running. So if you are in hurry, you also can deleted such fat files by using Google Files - then they don't go in some trash first. But then you must have checked if all can be seen at photos.google.com when you log-in with the account used in your backupsetting.

The two things you can do now, is deleting the non-relevant and archiving the rest. Then they are safe, but not foreground anymore. That archove can be viewed via the Library-page in the app. 

Or on https://photos.google.com/archive in Safari when you are logged-in.

Again: Google does not start to delete anything from your phone, unless you activate its free-up space option. Maybe you have installed or activated some other app which moves pictures into some safe place after some delay. Smartphone simply have too many settings for any normal user.

iOS

When you delete photos from your iOS photos library, iCloud usually conveniently keeps them in a Recently Deleted album in the iOS photos app. You might be able to restore your deleted photos by following these instructions:

Select all the photos you’d like to restore

Nevertheless, when you tap the delete icon in the Google Photos app, a warning appears telling you what will happen if you proceed. On your phone, that message asks, "Remove from Google account & synced devices?"
 
When you attempt to manually empty the trash/bin in Google Photos, another warning appears that explains the consequences of permanently deleting those pictures and videos. 
If you choose to proceed anyway, there is nothing that any of the volunteers in this forum can do to help you recover your pictures.
