The Google Photos app acts like a portal viewer & shows everything from the gallery along with the ones backed up to the cloud.
That doesn't mean each & every photo in your gallery is backed up, unless you switch on "Backup & Sync?

Please note that, due to a variety of reasons, not all files can be recovered - but you can try!
 
1. Items deleted from your photos.google.com are stored in trash for 60 days and then are Auto-Deleted from trash and can not be recovered.
 
2. Items deleted manually from photos.google.com/trash can not be recovered.
 
3. Items deleted from your YouTube Channel can not be recovered.
 
4. Items deleted from your Gmail are stored in trash for 30 days and then are Auto-Deleted from trash and can not be recovered.
 
5. Items manually deleted from Gmail trash can not be recovered.
 
6. Items deleted from your Google Drive  will be stored in Drive Trash for 30 days and then be Auto-Deleted from Trash and can not be recovered.
 
1).If you are using a regular personal account
You will have to contact a Google Drive Specialist who *MAY* be able to restore it. Use this link:

I'm currently syncing images directly to Google Drive from a series of folders on my computer's HD.  These images are in turn syncing across to Google Photos.  So far so good.

However, is there a way to ensure that the images from the folders on the HD, map firstly to the Google Drive folders (which is automatic), and then subsequently map into their mirror albums in Google Photos, and not just the central stream?

i.e.  By syncing Google Drive with 10 folders on my HD, how can I eventually ensure that the images from those folder then end up in 10 albums on Google Photos?  Is it possible to do it directly and cut out Google Drive altogether?

I've searched high and low but I think this it is still a manual process to move the sync'd images from the overall Photo stream into their respective albums...  Any advice or guidance would be hugely appreciated.

Please review the following information in case there are any options you haven't yet tried. 

1. Check your online account - photos.google.com
If your photos were successfully uploaded to your online Google Photos account they may be available there. Try visiting photos.google.com and searching for them. If you have more than on
2. Check the trash - photos.google.com/trash
Once you delete photos from your Google Photos account, they're moved to Trash for the next 60 days. If you deleted them by mistake you can always restore them from the Trash folder within those 60 days. Here's the link explaining how to recover them from Trash. If you have more than one Google account, check the trash for all of them.
 
If you accessed the Trash and manually sent the photos for permanent deletion, or if the 60 days expired, there is no way to recover them from Google Photos
 
3. Review other options
  • if you previously used Picasa, visit picasaweb.google.com and search for your photos. 
  • have you made any backups of the photos on your phone, camera, computer, or elsewhere?
  • there is a small chance that you can restore the photos using a recover deleted photos app (Android). I haven't used them myself so have no specific recommendations. There may well be more app options if you visit the appropriate app store and try other search terms. I don't see any similar apps on the iOS store, but you could check yourself. 
  • you can contact the Google Drive support team to see if any deleted files may be recovered. Use the Google Drive contact form, click Missing or deleted files, select a contact option, and be sure to tell them you permanently deleted files in Google Drive.
  • If you ever shared the photos with anyone else, it's possible they may have a copy they could share back or send to you.

  • Tap to open the video
  • Tap once again to make the controls visible
  • Tap the edit symbol. At the bottom you will see a broad bar. Tap on that to see a slider
  • Move the sider to preview & verify whether the selected frame is the desired one. Then tap on Export frame
  • That will extract one frame as a still photo.

So I click on the 3 dots top right and I get the option to move the photo to an album but not the folder that I want. Sometimes I do get the option to move or copy to a folder. So, why don't I always get the option to move the photo to a folder of my choice which exists when I open the Google photos app. I have a Samsung phone with the Gallery app and it is pretty much the same thing there. Other apps sometimes see all the folders in Google photos, but not all of the photos in the folder. I have recently started taking an interest in my phone camera, but am really frustrated with this issue.

The Google Photo Uploader app years ago had this figured out, how is it that we have less features 2 years after they discontinued it?!?!

Answer:

The syncing only is between PC and Drive - the optional uploading to Photos is no syncing connection (never has been - not even in the old uploader unless you talk about Picasa). 
So later edits or deletions on PC are reflected on Drive, but not on Photos indeed. 

It depends fully if you are working in the oldfashioned way: before connecting your camera you should pause backup & sync until your new pictures are selected and edited and captioned before you can switch-on syncing again - then you don't need to delete anything anymore. 
So direct sync + upload via usb into Backup & Sync makes all good actions impossible. 

Can't say more about - there is no Google here to blame.
