# The quantum of photos to be backed is high.
# WIFI connectivity is intermittent. Too many devices connected to the same router thus restricting the bandwidth.
# Download & upload speeds are too asymmetric.
# Google Photos app is not allowed to use
  • Data in the background
  • Mobile data
  • Mobile data while roaming
# Activation of data saver through the settings.
# Putting a limit on the daily use of mobile data through the settings in the app.
# Putting a limit on the use of total data in a month through the settings in the phone.
# Activating battery saver or super saver mode.

You are giving too less information because at normal use of your iPhone, you only have to switch-on iCloud in your main settings and the current content on your phone will get synced with iCloud also. 
So come back and be much more clear about your situation, because simply transferring from Google Photos to iCloud is complicated.

That is impossible to say, but the downloading from Google Photos back to phone is a gradual process which can take weeks. So then you will see how much space you are using on iCloud. 
But I would suggest another option: all what is stored at Google now, is safe and can be viewed via the app. But if you switch-of the backup, no new pictures will get stored at Google, but on iCloud only. 
Then you only may to download some old pictures from Google if needed for some activity. 
Think about because goodnight from here.

Google Photos never uploads the same picture multiple times.
What we see as duplicates have some difference in file format or metadata.
 
Regrettably, Google Photos doesn't provide any means to remove the apparent duplicates. You have to search those manually.
 
However, you will find some tips in this article on how to avoid duplicates in the first place & how to remove the ones which are already there.

Thanks but I can assure you that these are exact duplicates and they do appear as exact duplicates in Google Photos. If they weren't uploaded, I'm not sure how they got there. I certainly didn't upload them manually because I have never uploaded anything since the days of Picasa. I had a program on my PC to automatically upload photos some years ago which operated in the background and without my input. I assume this is how the duplicates/triplicates/quadruplicates were uploaded. I can't think of any reason why the metadata would differ for the same photo on a different day without any input from me. It's a nuisance. Of course I can't fix it manually - there are thousands of photos!

So you simply have no other choice that removing the oldies from photos.google.com one by one with the sidepanel open to see the date. But if the oldies were neatly edited in Picasa before uploading long agoo, you better can remove the unedited originals. 
 
I don't think that the synced copies at Drive will start to take storage then, but check your numbers on one.google.com/storage now and then compare after cleaning-up (100 per day :-)

PS: everything uploaded before tomorrow (June 1, 2021) at High quality never will be counted. So if that is  you should have used zero bytes at Photos if you look now and deleting these look-alikes will not change that usage.

This was quite an ordeal.

First I used Google photos to free up space.  I had 40GB to clear , the app basically froze.   Waited a bit, rebooted, retried and got this error.

Short answer: there was nothing to delete!  It did the job, you can ignore the error.    BUT I had no space freed !    

The next trick was go I to gallery and empty the trash.  Freed 40GB quickly
  .

The error message that brought me to this thread is horrible.  It needs to be more specific, like nothing to delete, etc.

Storage can be reduced to 0bytes anytime up to 31st May by going to Settings - Google Photos - Tap here
and using the Recover storage option.

Nevertheless, when you tap the delete icon in the Google Photos app, a warning appears telling you what will happen if you proceed. On your phone, that message asks, "Remove from Google account & synced devices?"
 
When you attempt to manually empty the trash/bin in Google Photos, another warning appears that explains the consequences of permanently deleting those pictures and videos. 
If you choose to proceed anyway, there is nothing that any of the volunteers in this forum can do to help you recover your pictures.
 
However, you may install to your Android device a deleted photo recovery app (be sure to not pick one that requires rooting) https://play.google.com/store/search?q=recover%20deleted%20photos&c=apps;
and run a scan for anything to recover.

Below the picture you will find an option "Use as album cover" tap on that.
Then that will appear as a new album cover.

The text-app is too simple to be able to connect to Google-cloud. so the question is: why don't you share via Google Photos directly? 
But if you open the picture in the Google-app and hit the 3 dots, then you will see the option "download to device\
