For new photos taken on mobile I have the OneDrive app installed with settings to upload new photos to the OneDrive cloud where they go into the camera roll. I have the camera roll synced to my HD where I manually move them to add to my photo archive.  Moving them deletes from OneDrive where they are stored in the recycle folder for 30 days. Deleting from the cloud doesn't feed back to the mobile device. Dropbox is an alternative, I use OneDrive as it is integrated with my Windows computer.
 
This is an alternative method of getting the photos to my HD where I can store them securely. The photos are backed up to Google Photos as normal from the mobile device,

I was using DropBox until they killed the album feature...

That's the intended function of the sync action.
Sync means your photo library stays consistent across all devices that are signed in to your account with Google Photos. 
In this way, deleting a photo from one device will delete it from everywhere, and editing a photo on the web will edit the photo on the original device.
 
Instead of the delete action, try using the "free up space" option which would serve the same purpose. 
However, that can't be selective. Once chosen, the app will remove everything from each folder selected to sync.

We can't help that Google is so unclear, but your usage for Photos still can be zero or very low as it should be for high quality, but not for Drive and Gmail - see one.google.com/storage and log-in with the account used in the backupsettings of the app.

You can arrange the albums in the following three orders.
  • Most recent photo
  • Last modified

The problem is that neither plan to add Photos sync to their apps due to the photo limit in your API. I got this same answer from both companies when I contacted them. What are your Linux users to do without a native app and only neutered 3rd party software? I have been very happy with Google Drive/Photos up to now, but you are forcing me to leave. Please release a linux app or fix the limitations in your API!

Once a user deletes something permanently by emptying the bin then regret, that's an irreversible action.

There is no way to recover the pictures through google photos.
 
However, you may install to your iOS device a deleted photo recovery app (be sure to not pick one that requires jailbreaking) and run a scan for anything to recover.

That's in the form of cached & stored data.
That's meant for a quick response. Once the thumbnails are cached, the app need not download those every time.
 
You can clean up that through the settings of the phone.
However, the app will build that again.

In the Google Photos app you have an option to remove these from your phone, but then you are fully dependant on having wifi for viewing pictures older then a couple of weeks, because they needed to be viewed at Google and many don't like that. See free-up space.
So don't blame Google if used without brains like many do. 

Else you need to remove the oldest media-files yourself every month using your Gallery-app (not Google Photos because then you also delete the copies at Google and you end-up with nothing).

So you are on the device you took the pictures with? And when you go to facebook, then try to choose pics to share, they do not show up? 
The cloud nature of Google Photos sometimes amkes posting pics to external apps way more hard than it needs to be, but if they are actually saved on phone (and not synced to cloud but not on phone) they should show up. 
 
If you go to the pics in Google Photos, select one or multiple, then click share, then Facebook, does it say downloading? If so then the pics are not saved on phone, and that is why they do not show from within facebook, Either way, this method will let you share one or more pics to facebook regardless.

NOTHING is going to be deleted. The only change is that photos/videos uploaded after May 31,2021 will count for storage. But you are right to be concerned: having your photos only on a phone and in Google photos is NOT SAFE, because both are synced.  See Google Photos is NOT a "Backup" of Your Photos
