Does Telegraph show up in your device folders in Google Photos? If it does then you'll need to enable backup:
  1. Open the Google Photos app.
  2. In the top left, tap Menu > Device Folders.
To the right of each folder title, tap the cloud icon to turn backup on or off for that folder  .

Google Drive is a file handling product which doesn't recognise Date taken information in photos and uses system file dates for sorting any and all files.
 
Google Photos uses Exif information to present photos in chronological order.
 
Unfortunately there are no settings to change these defaults, and the two products are both working as designed,

Google Photos does not sync from phone to your computer, so it is unclear what you are trying to do. 
The Photos-app on your phone can sync to Google and these pictures can be viewed on your computer via your browser at photos.google.com, but nothing is automatically downloaded to your computer. 
If everything is okay with wifi, a small corrupt videofile or an extreme video may block the syncing, so take a look into the recent contents of the camerafolder on the Librarypage in the app. 
Hard to guess more reasons if there are no problems at one.google.com/storage

Even though we expect all photos to backup once we activate the option, that can remain stuck for multiple reasons.
We need to check the status of backup by visiting the app frequently.
 
Incorrect settings of how to allow the app to use the internet data, non-inclusion of some folders in backup or attempt to upload huge volume of pics & videos are some of the possible reasons.
 
Do you have the old device in your possession still? Can you check the progress of backup in that? Then you can understand the exact reason for non upload of pics through that.

Thank you for posting to the Google Photos Forum today, if you're worried about certain people from being able to download your photos then I suggest removing them from your friends list. Another way around this is by sharing to a list of people you trust.
 
If you share from Google Photos you can't stop people with the link from downloading your content, even if you could then they'd just need to screenshot to have a copy.

Thanks Mark. That is bad news! I wonder why? When I share from GP to G+ people can only screenshot and copy /that is OK with me/ and that is what I was looking for. When someone do that, photo copy in much lower resolution. We are sharing in to photographers communities and not all the members are there with good intentions /There is no way to screen whos who/. Big resolution photos endup on other sides being claimed by some strangers. Plenty of photo sides that you share from have way to protect photographers. GP is doing it on G+.

Please note that, due to a variety of reasons, not all files can be recovered - but you can try!
 
1. Items deleted from your photos.google.com are stored in trash for 60 days and then are Auto-Deleted from trash and can not be recovered.
 
2. Items deleted manually from photos.google.com/trash can not be recovered.
 
3. Items deleted from your YouTube Channel can not be recovered.
 
4. Items deleted from your Gmail are stored in trash for 30 days and then are Auto-Deleted from trash and can not be recovered.
 
5. Items manually deleted from Gmail trash can not be recovered.
 
6. Items deleted from your Google Drive  will be stored in Drive Trash for 30 days and then be Auto-Deleted from Trash and can not be recovered.
 
1).If you are using a regular personal account
You will have to contact a Google Drive Specialist who *MAY* be able to restore it. Use this link:
 
2). If you use a work/student account (G Suite), you should contact your Account Admin as they can restore files up to 25 days after deletion.
