When did you delete the photos? If you deleted them recently, check the trash in the library tap of the photo app. If they are still in there you just can move them out. 

If they are not in there there are either moved to trash 60 days or more ago or you deleted them permanently. If that is the case there will be no way to restore them. they are gone.

  • emptied the trash
  • deleted the photos more then 60 days ago
  • deleted them permanently instead of moving them to trash
If one of this is the case there is unfortunately no way to restore them. once they are gone permanently they are gone forever.

How long is it since you deleted the photos? If they are still in the trash pin on photos.google.com then you can get them out of there. If it is already too long ago or you deleted them completely so they are removed permanently and you cant restore them.

The Article About This Issue ... Might Help You.If you want to get a deleted item back, check your trash to see if you can get it back. Photos or videos that you previously backed up and then deleted are kept in your Trash for 60 days.
 
Can't see the photo or video? If a deleted photo or video is not in the trash, you cannot restore it. You cannot restore the photo in the following cases:
 
If you moved the photo to the trash more than 60 days ago. If you moved the photo to the trash and emptied your trash. If you permanently deleted the photo from the trash. If you have permanently deleted the photo from your device's Gallery app without backing it up.

I've been doing the "recover storage" for weeks now and it has done nothing. It keeps notifying me that my storage is almost full and that the majority (12.1GB) of the storage is from photos even though I have it set to "high quality" not "original quality." It also doesn't let me upload new photos because my "storage is full" which makes no sense because the new photos shouldn't be going towards the 15GB. I don't have any unsupported videos or photos. It's really frustrating and annoying.

Do you mean the photos are 2 years deleted? If you deleted them permanently or longer than 60 days ago there is no way to restore them. They are in the trash for 60 days, then they get permanently deleted and Google is not able to help you get them back. If they are from 2 years ago but recently deleted, check the trash maybe they are in there. but picture that are deleted since 2 years can not be restored again

Possibly, you activated the option to capture motion photos in your camera app.
 
Now, whatever pics you have captured to date will remain as motion photos.
However, to stop that from happening further, you need to turn off the motion photos setting in your camera app.
The settings vary from model to model.
However, you will find this information related to Pixel phones useful to get some clues.

Did you check if they are still in the trash bin or did you delete them permanently? If they are not in the trash you can NOT restore them. Google is not backing up all our permanently deleted photos. They are permanently deleted if:

- You moved it to trash more than 60 days ago
- You moved it to trash, then emptied your trash
- You moved it to trash more than 30 days ago on an Android 11 and up device, and it wasn't backed up
- You permanently deleted it from your trash
- You permanently deleted it from your device's Gallery app, without backing it up first.

unfortunately the only way to get them back is to check the trash bin in google photos. If they are gone they are gone forever.

Check the "Google Photos settings" in the Google Photos app (tap your Photo or profile icon in the upper right corner).. check the account specified in the "Back up & sync" section.

It is always a good idea to store important images in more than one place / tool.  My photos are in Google Photos, on my laptop, and on multiple external disk drives (not connected to any computer or network).

My phone was stolen a couple of days ago (which is already a major thing to deal with), I made sure that all my photos were backed up via Google Photos on my old phone, making sure all the device folders were backed up too. I've now got a new phone and have downloaded Google Photos and now it's just one mess of pictures!! What the hell is the point in that?
 I'm pretty sure that some of my photos are missing too! Please help. I never liked using cloud services but I gave Google Photos a chance and now I'm screwed?!

That always has been the case - so it is strange that you seem to see this for the first time now. 
So I would not know on what special point Google can be blamed and some missing pictures were probably not backupped towards Google. 

PS: it is wise to change the pasword of your Google account in case the founders tries to clean-up your photos from Google also.

Couple of things.... Up to now I've never had my phone stolen before, so when I've gotten a new phone I'd normally just transfer photos etc from one to the other so all the albums would copy over perfectly, I've just used Google photos to back them up for peace of mind. 

I'm sorry but Google has been lazy here - you spend a lot of time over months (or years) organising photos in your phones gallery and then you back them up to Google but they don't save them in the same fashion? So Google expects us to take hours and hours sorting through thousands of photos to put them in to albums on Google as well?! How on earth is that benefiting the user? This is Google we are talking about, one of the biggest tech companies in the world, are you saying this couldn't be done? Something simple like reflecting the albums in the photos app to mirror your phones gallery folders? Sorry but that just sounds ridiculous to me. They need to sort this ASAP, having thousands of photos just arranged by date is absolutely POINTLESS. 

And yes I've reset everything, did that as soon as I possibly could. This appears to be only major issue I'm now having (apart from having to buy a new phone because of some low life who stole it!)

Your own organising was in device-folders, but you could have known that Google Photos stores no folders but just their contents only. Of course that sounds stupid, but that is the way the app is designed for phones. And most phone-users don't do what you did. 
But also on desktop the Backup-app does not convert folders into albums on Photos. 
The golden days of Picasa are over hélas. 
For further angry words towards Google, you need to use the feedback option in the app, because we can't change design decisions. We only can try to explain normal rules.

To find the exact number of pics in your collection, you can follow these steps.
  • Open the Gmail app on your phone.
  • Tap compose 
  • Tap the "attach file"   icon at the top right corner
  • Slide the app suggestions below the text "Browse file in other apps" to reach Google Photos. Tap on that.
There, under the heading "Photos", you will come to know the exact number of pics you have uploaded to the cloud to date.
Nevertheless, the above steps work well on an Android phone.
