You have to go to your real Google cloud at photos.google.com in the Chrome-app (or in the browser on your laptop) and then you can select that wrong group via Recently added on the Search page (below the thumbnails) and then you can select Edit date & time under the 3 dots right-up and then you can shift them all the actual date and time and timezone of shooting.

What we see as duplicates have some differences in file format or metadata.
Additionally, if you have activated Raw + JPEG capture or bracketing in your phone app, that would create duplicates.
Regrettably, Google Photos doesn't provide any means to remove the apparent duplicates. You have to search those manually.

I don't like to preach but many make the same mistake: they don't check on site and they don't download to their computer. Because when you want to build a neat photocollection over years, everyone needs a computer and that does not need to be an expensive Macbook: even on a simple Chromebook plus a 1 TB usb-disc you could have done this light task monthly.
It does not help anymore, but you also should blame Google via the feedback option under your profile, because they have designed a very confusing app which does not really show you what you have in cloud unless you would have created albums. And they don't explain that to you at start.

Back up and sync is a storage service that automatically saves your photos and videos to your Google Account. These photos and videos will be accessible from any device where you are logged into your account.
Steps to turn back up and sync on or off:
- On your Android phone or tablet, open the Google Photos app.
- Sign in to your Google Account.

To see all the pics from the other device, first you have to verify every picture is backed up to the cloud.
Please enter the link https://photos.google.com in any of the web browsers available on your phone. Log into your account & then see whether the photos become visible.
Once confirmed, add that email account to your second phone. Next switch profile in the Google Photos app. Once done, you will be able to see all the pics from the first phone.
