Welcome to Google Photos Community Support Forum & thanks for your post.
You can follow these steps to move the pictures to the SD card using the Google Photos app,
- Tap on the Library view.
- Tap the desired folder under Photos on the device.
- Select photos by long pressing, then tap others after a tick confirms the first selection. You can also long-press and slide down while still in pressed condition to select a range of pictures.
- Tap the three-dot menu top right
- Tap Move to folder
- Tap New SD folder, type a folder name, then tap Create
Note that if the photos are in the Google Photos cloud, this will not remove them from the Photos.
Further, even if you do not select this new SD folder for Backup & sync, any content in that will still be removed if deleted using the Google Photos app.

If you deleted images from Google Photos, you might still find them in the trash.
1. Launch Google Photos
2. Go to Left Menu > Trash
3. Review the contents of Trash
4. Select any images you want to restore and use the option in the upper right menu to restore the images to your main photo stream
If you had deleted the images and then emptied the trash you cannot recover them via Google Photos. You will need to use a third-party data recovery application to attempt to recover images deleed from local phone storage (but not from cloud-based storage.)

I suggest not to try sending a video as an attachment.
Share the link through Google photos instead.
The recipient can access the link & watch the video.

But sending one file of 7 MB per mail should be no problem - that can hardly be called a video. Real videos are 70 MB or much more.
Sending as a link is possible when the video is stored at Google also.
Just share the video with your mailapp.
