This appears to be a weird, complicated issue - I'll try to provide as much details as possible.

Basically, we (my family and I) extensively use Google Photos and its Face Grouping feature in our personal accounts (we're located in India).

At the school where I work, a few of us use our G Suite for Education accounts for official photos. We recently wanted to revamp our photos policy, and so we created a new account to host official photos.

Here's the problem, as far as we've determined so far:
- all G Suite accounts within our organisation that were created June 2018 and prior, have the option to group similar faces (we've checked about 5-10 accounts, out of a total of ~80)
- all G Suite accounts created in November 2018 and later, don't have this option (we've checked 3 out of a total of ~10)

(ALL accounts were created - and remain - in India. Except for 1-2 of our users, nobody travels outside the country. This issue persists on mobile, iPad, Chromebook and MacBook (multiple browsers) - and while using different Internet connections - campus WiFi, home WiFi, mobile 4G)

We've contacted G Suite support, but Google Photos isn't a core service, so they're unable to help.

We'd like to know how we can go about resolving this so that ALL our user accounts have the Face Grouping feature enabled.

On my own (GFE) account I had been testing Face Grouping and figured I'd included too many photos, deleted those photos but the faces remained. New to the feature, I disabled Face Grouping thinking I could re-enable it and start from scratch with a smaller photo set.

The feature (Group Faces) is no longer provided now as an option. We do have practical need of this feature!
 I've checked web UI and my iOS app. It disappeared from both.

Both on new accounts, and now also to be re-enabled on older existing accounts.

Contacted support, tried what they said. Was told will take 24h to percolate and have effect. It is the checking of "Photo" here and then clicking SAVE. [See below.]

So that is in Google For Education's Admin, 3-bars-top-left, Directory, Directory Settings, Profile Editing. Then check that Photo box and click SAVE. 

UPDATE AFTER 24 HOURS... This did not work. The Facial Recognition feature (group by faces or facial grouping of whatever is called) has not appeared as an option so I can not enable it.

Same issue here...Face Grouping just stopped working a few weeks ago.  I've used it for a long time now and had so many faces identified and set up and used it all of the time just like many of our other users.  What's crazy is the absolute silence from Google on this.  I also checked and I already had the Photo option checked in Google Admin for the profiles, so that definitely doesn't fix the issue.

I have the same issue! On my regular school account, I can tag faces, but on the yearbook account created later, the option has disappeared.

The facial recognition feature was helpful to keep photos organized by student

Things changed recently:
  • On my main (private) account where Face grouping was activated in 2017 when traveling abroad (it was not available at that time in Europe). 
    • It still has "Group similar faces" in https://photos.google.com/settings and in the settings of the mobile app (Android)
    • It has the option to add/delete tags both in the web app and mobile app

  • On a second (private) account where Grouping similar faces was not activated before it came available in Europe
    • There is no Face grouping option in the settings  https://photos.google.com/settings, but there is one in the mobile app, where I activated it.
    • There is now a People album in  https://photos.google.com/albums on my laptop and in the mobile app
    • In the info field in the web app it shows 
      • faces already grouped 
      • "n faces available to add" for some photos, but no option to add them. 
    • In the info field on Android it does not show "n faces available to add" for the same photo

Absolutely. We try to help users, but get no help from the Photos team. Sorry but we cannot really help.

Photos shared with you do not count for your storage, because in fact only a link to the photo is shared. But when you save them to your account they DO count for your storage, because it's a new copy.

  • When you share photos with another person, he/she can view the shared photos for free, because he/she is just looking at the photos on your account. It does not matter who, or on which device. 
     
  • I am not sure what you mean with "accept the sharing".  Another person can "Join" an album which means that he/she can see it in the "Sharing" part of Google Photos, but he/she is still simply viewing the original photos.
     
  • When however the other person "Saves" the photo to his/her own account a new copy is created, using storage and thus not free, because it is not uploaded from a Pixel phone.

I don't think so. It won't count when uploaded from that pixel, according to the rules explained in the help https://support.google.com/photos/answer/6220791 under "Pixel storage info".

I have several questions: 

1. I'm backed up through "Google Drive" for desktop a folder with 69K photos to "Google Photos". After checking manually how many were backed up (because I could not find any dashboard that summmerizing the sync process) I see only 40K photos that are uploaded. On the "Google Drive" activity log it is mentioning only 7400 files that are failed due to many different reasons. How can I know which files are not backed up and which does? How can I know where are the rest of the 20K photos that are missing? 

2. Some of the files are failed due to "Exceed the daily limit" - how do I make sure that the next day it tries to upload them again? If I click on "Retry" on the activity log it is getting stuck everytime. 

3. What is the easiest way to sync google photos with an external hard disk automatically everytime I connect it to the computer? 

4. Is there a simple way to back up folders with both photos & documents so that photos will be synced to "google photos" and docs to "google drive"?
