Question: Can someone see my Google photos after i removed my account from their phone ?

I found out after i sold my phone 4 years ago, this morning there was a ton of pictures in my Google…

I found out after i sold my phone 4 years ago, this morning there was a ton of pictures in my Google photos of the owner right now. I guess i forgot to remove my account. I removed him now, did he saw my Google photos, if yes, can he still see them now ? Thanks

Google likes to show their intelligence, but you can switch-off a lot via the settings under your profile circle right-up at Memories. But you can't get rid of the search examples about your popular Locations and "Things" and that are no albums like you can (or better should) create yourself for organising your collection - also for sharing. 
 
But you also can have created a mess yourself by not deleting a lot of random stuff on the Photos-page. If most pictures come from your own camera, they will be in correct date order. But pictures downloaded from anywhere have completely random dates and also will cause a confusing mess. 
 
It is very hard to give more precise advice because the care for a good collection is a lifetime job and can be done on a computer only and that does not need to be an expensive Mac :-)

The delete options on Android are as follows
  1. Free up space checks that a photo is backed up then deletes it from the local storage
  2. Delete in the Google Photos app using the trash
    • Deletes both the device copy and the backed up web copy
    • If internet access is available the photo is put in the web trash and is permanently deleted after 60 days
    • If Internet access is not available the photo is put in the app trash and is permanently deleted after 30 days or when the app data is deleted
  3. Delete in the app using the 3 dot option to Delete from the device, either singly or by selecting a batch
    • The photos remain backed up and can be seen both in the app and on the web
  4. Delete using a Gallery app (Gallery Go etc)
    • The photos remain backed up and can be seen both in the app and on the web

I first noticed this issue when, after using the Photos app to edit a photo (filter, brightness, etc…

I first noticed this issue when, after using the Photos app to edit a photo (filter, brightness, etc), the saved copy had a time that was 5 hours too early.

After googling a bit, I noticed some people say that different location data can lead to different time zones being applied, and thus a time shift. So I went back to look at my photos and noticed then that the edited, saved copy no longer had location data - it got stripped out!

Ok, so that likely accounts for the time shift, but why was location data and date/time exif data getting changed or deleted. More googling didn't turn up any direct answers, but I started to suspect it may have something to do with whether the photo you're editing is still saved on your device or not.

See, I don't use the automatic backup & sync because sometimes I prefer to choose what pics (and versions of pics) get uploaded in the first place. Instead, I choose which photos to back up manually, and after they upload I choose the "delete from device" option in the menu. Bam, backed up but no longer taking space on my phone.

But, here's what I discovered. In order to not lose the GPS data and mess up the time, the picture has to still be saved on my device!  If I edit a pic that's still on my device (ie I haven't used "delete from device"), the resulting new pic has perfectly correct EXIF data. I also confirmed that re-downloading a picture (via "save to device" in the menu) then editing allowed for the EXIF data to be maintained.

Has anyone else experienced this behavior? Anyone want to see if they can recreate this behavior on their device?

I haven't tried recreating, but am not surprised at what you see.  It all sounds quite reasonable.
 
Normal usage with Backup & sync enabled behaves 'normally' and GPS is retained after editing,
