I assume that the "above 16 MP" picture all are coming from the same good camera: then you can search with the exact cameraname as shown in the infopanel like shown to have them as a group together. 

But then? 

You will have to select that group for downloading to computer - then delete that group - then compress the rest to High Quality by using the Recover storage button on https://photos.google.com/settings and then re-upload the downloaded bulk. 

That's all too much work for nothing important: just let all get compressed because the downsizing to 16 MP will still be high quality pictures which are good enough for all normal applications. 

But for printing posters you may need the originals indeed.

Lyon, deleted Photos are stored in Trash for up to 60 days, if you delete Photos again from trash, that's two times deletion.
