Welcome to Google Photos Community Support Forum & thanks for your post.

 

To bring back the pics to your phone's gallery either, you can download photos one by one.

Regrettably, there is no option to download the photos in bulk.

 

Alternatively, you can install the Google One app. There is a one time option to restore up to two hundred most recent photos to the device.

However, that will not restore the local folder structure.

There is no requirement to join Google One. The option is available to everyone. 

However, the method may not be helpful to recover something when the count is more than two hundred.

 

Or, you can arrange for a bulk download by visiting the link https://takeout.google.com/.

Select the Google Photos app for data download.

Once the file is ready, you will get an email. Access that & unzip all the attachments into your phone's gallery. However, you have to ensure your phone has free space more than the size of the downloaded zip file.

 

That will bring everything to your phone.

To allow the app to backup over mobile data, follow these steps.

• Tap your profile icon
• Tap photos settings
• Tap Backup & sync
• Scroll down & tap mobile data usage
• Set daily limit as "Unlimited". Choosing this removes a lot of trouble.
• Tap the slider in front of "Back up whole roaming". That ensures uninterrupted backup even while roaming.
• Next, through the settings on your phone, allow the Google Photos app to use internet data in the background.

Once you ensure all these settings, the app will start backing up, uninterrupted.

Same size. But on the phone, it is saved in internal storage and as well on the SD card. If anybody knows the answer to that would be greatly appreciated. In Google photos, if you look at the photo section as well as the library, in photos it shows one copy of the photo. In the library section of Google photos it shows two of them. One saved to the SD card. And one saved to the internal memory.  Thank you.

First, clear the cached & stored data of the Google Photos app.

Next, put your phone in aeroplane mode.

Then the app will show the pics only on your device.

 

However, there are other better ways to do so.

You can download some gallery apps. Then, that will show the pics on your device only without going through all this trouble.

If you see "backup complete" under your profile circle, then the app can do no more yet. 

But it depends what you mean with "all photos". 

You may have some device-folders under Pictures on device on the Library-page which are not backupped yet because there switch is in off-position. But not all folders maybe relevant to get backupped at all, because stuff from social media merely is low quality and undated. 

We can't check anything (this forum is run by volunteers), but for viewing what you really have at Google, you should check photos.google.com in the Chrome-app and even that will be very difficult because of not having a good overview.
