During a 50-minute address from the Rose Garden at the White House, Trump declared a national emergency on the border on Friday

The move was calculated to allow him to spend $8 billion building his wall after signing a bill to avoid a second government shutdown after a bitter standoff with Congress

He said he is considering a second emergency that would target to the cartels directly that is rooted in an emergency declaration his predecessor signed Conway recently called out Trump  with a fact-check of the president's claims about illegal border crossings

Trump tweeted ahead of his State of the Union address last month that 'tremendous numbers of people are coming up through Mexico in the hopes of flooding our Southern Border

'Conway hit back at his wife's boss with figures released by the U.S. Customs and Border Protection which showed a reduction in illegal border crossings

 U.S. President Donald Trump on Friday took a jab at Conway whose critical tweets and editorials have attracted a large following because he is married to a top aide

Chuck Schumer and Nancy Pelosi were getting ready to celebrate.

They thought they pulled a fast one on President Trump.

But their lives were turned upside down when Trump hinted he could deal them this surprising

defeat.

Congress appears ready to pass legislation providing 1.375 billion dollars in border

wall funding to construct 55 miles of barrier in the Rio Grande Valley.

Democrats thought that since Trump asked for 5.7 billion dollars that this signaled a massive

defeat for the President.

However, that was not the case.

President Trump used it as just the first step.

And Press Secretary Sarah Huckabee Sanders announced he had other options to secure border

wall funding.

"Like the president himself said yesterday, he's not happy about it, but he's okay

because he's going to get the job done no matter what,"Sanders declared.

"He's got alternative options.

And he's going to keep those on the table, again, we'll see what the final package

looks like and the president will make a determination on whether or not he is going to sign it."

One option was reprogramming some unspent money available to the President from other

departments.

That could secure up to 900 million dollars in additional funding.

Trump could also declare a national emergency.

That would allow the President to tap into over three billion dollars in military construction

project funds.

But both of those strategies carry the risk that they could be tied up in court fights

for years.

There is one more legislative option Trump could explore.

A jury recently convicted Mexican drug kingpin Joaquin "El Chapo" Guzman on charges that

could put the Mexican drug lord in prison for the rest of his life.

After his arrest, the federal government also seized over 14 billion dollars in assets from

"El Chapo."

Back in 2017, Senator Ted Cruz introduced the Ensuring Lawful Collection of Hidden Assets

to Provide Order Act – otherwise known as the EL CHAPO Act – to use El Chapo's assets

to fund border wall construction.

"The U.S.

Government is currently seeking the criminal forfeiture of more than $14 billion in drug

proceeds and illicit profits from El Chapo, the former leader of the Sinaloa drug cartel

who was recently extradited to the U.S. to face criminal prosecution for numerous alleged

drug-related crimes, including conspiracy to commit murder and money laundering,"

Cruz declared when he introduced this bill.

After El Chapo's conviction, Cruz revived the legislation and demanded a vote.

Senator Cruz tweeted, "America's justice system prevailed today in convicting JoaquínGuzmán

Loera, aka El Chapo, on all 10 counts.

U.S. prosecutors are seeking $14 billion in drug profits & other assets from El Chapo

which should go towards funding our wall to #SecureTheBorder."

A vote on this bill could put the Democrats in a pickle.

They've objected to wall funding in part because they claim U.S. taxpayers shouldn't

foot the bill.

Cruz's EL CHAPO Act takes care of that.

Trump refused to help, so California's new governor is canceling the big liberal dream.

Liberals in California were just hit with a monster budget shortfall.

After winning office, Governor Newsom proposed an insane $144.2-billion spending plan to

fund his ridiculous left-wing schemes.

But last month, the state was $2.602 billion short of the $9.233-billion budget projection.

Why?

Because people are fleeing California over its high tax rates.

The leftist government has run California into the ground, and now they're having

to admit defeat on one of their most prized liberal dreams to get rid of the cars that

are apparently "destroying our planet" – the high-speed rail.

President Trump would not allow the federal government to fund the exorbitant project.

From Cal Matters: One of those hurdles comes from the Trump

administration itself, which decided last February to hold off on approving a $647 million

grant that would have helped electrify a stretch of track slated for future high-speed train

traffic.

And now the final nail is in the coffin.

From Fox News: California Gov. Gavin Newsom announced on

Tuesday he is pulling the plug on the state's massive high-speed rail project from Los Angeles

to San Francisco that was more than a decade behind schedule and billions in the red.

"Let's be real," Newsom said in his first State of the State address.

"The current project, as planned, would cost too much and respectfully take too long.

There's been too little oversight and not enough transparency."

It's refreshing Newsom admitted that the bullet train was nothing more than yet another

liberal scam.

The train has already cost California taxpayers billions, and has been under construction

since 2008.

And now neither the politicians who advocated for it nor the people who voted for it have

anything to show for their efforts.

Higher land acquisition costs, the need for safety barriers, and increasing demands from

stakeholders have added billions to the project and pushed the completion date to 2033.

At this point, cutting and running is really the only option the Democrats have left.

It's also what they're best at.

For all the Left's talk about using the government to improve society, this bullet

train has only enriched a select few and left many others destitute, just like all Democrat

plans do.

Republican and San Diego Councilman Mark Kersey stated last year that all the billions wasted

on this train, "could have been invested in our current infrastructure needs, such

as water storage, flood control, highways and bridges."

But California is like the millennial of states.

They have many grand ideas, but no ability to implement them.

Kim Jong-un to arrive in Vietnam on Feb. 25th ahead of summit with Pres. Trump: Report - Duration: 2:23.

It looks like North Korean leader Kim Jong-un will be heading to Vietnam a couple of days

ahead of his summit there with President Trump.

He's reportedly going to go as a state guest to meet with the Vietnamese president and

tour some important sites related to the country's economy.

And now, with working-level officials from North Korea and the U.S. in Hanoi, preparations

are expected to pick up speed this week.

Oh Jung-hee has the latest.

North Korean leader Kim Jong-un might go to Vietnam a couple of days early for a state

visit... ahead of his summit with U.S. President Donald Trump.

That's according to Reuters on Saturday... which cited sources familiar with the developments.

Kim is scheduled to meet with Trump from February 27th to 28th.

And these sources told Reuters... that Kim Jong-un is to arrive in Hanoi on the 25th

to meet with local government officials and attend a summit with the Vietnamese president.

The North Korean leader will also take a brief tour around the country -- visiting the manufacturing

base of Bac Ninh and the industrial port town of Hai Phong.

With less than two weeks left until the summit, Vietnam is tightening security around key

facilities in Hanoi... as more North Korean and American officials start arriving for

working-level preparations.

First of all, officials in charge of protocol will coordinate on the summit's logistics.

Arriving in Hanoi on Saturday... were Kim Jong-un's close aide... and the director of

North Korea's State Affairs Commission, Kim Chang-son,... and his U.S. counterpart, Daniel

Walsh, who's the White House Deputy Chief of Staff for Operations.

Meanwhile, the two sides' nuclear negotiators are also believed to be meeting in Hanoi this

week... to work on the summit agreement.

They will be Kim Hyok-chol, North Korea's Special Representative for U.S. Affairs,...

and Stephen Biegun, U.S. Special Representative for North Korea.

They sat down for three days earlier this month in Pyeongyang to openly talk about their

stances.

Biegun told South Korean lawmakers afterwards... that the two sides will start drafting the

agreement at their next meeting.

The document is believed to center around North Korea's dismantling of the Yeongbyeon

nuclear facilities and their verification... and rewards in return from the U.S.

he wanted with it which shows an advantage but the question was with

the president add something with that when he declare a national emergency I

just got off the phone with Mick Mulvaney chief of staff and the answer is a resounding

yes and for the first time you're going to hear exactly how much

it is and where the money's coming from it's going to be about eight

billion dollars he had the one point three then six hundred million will comefrom the

Treasury the Treasury forfeiture fund 2.5 billion out of DoD they

consulted with McMullen E and the White House over the last few months on

what they could actually do and they're going to use some money they feel they can spare

on the drug interdiction interdiction account then they came across

with three point five billion for the military the military construction

budget they feel they can help in that respect and then of course they have additional money

it all leads adds up to eight billion dollars so the one pointthree

seven five not enough for the president he wanted five point seven he

walks away at the end of the day with eight billion dollars and of course the Democrats

and some Republicans are upset about that he's got a lot of backup from people

like Mitch McConnell he's got backup from Senator Lindsey Graham who

weeks ago said that the president should give a certain amount of time to negotiations and

if he doesn't get what he wants at the end of the negotiations declare

a national emergency I just got off the phone with a White House

official who says in fact that you have McConnell spoke to the president and

that's what was said in the conversation so I mean that's a huge piece of newsthat the

president's going to sign this but at the same time declare a national emergency

now Chad was talking about the intricacies of this transfer authority

and reprogramming money within certain so it's like think think that you've got a farm

think of the federal government as a farm and the farms got a bunch of silos

on it and each one of those silos is filled with money and you're allowed

to move some money around within each of those silos and you're also allowed to move certain

amounts of money in between the silos now if you declare a national emergency it gives

you greater leeway to be able

to move money around in between those silos and White House attorneys have looked at this

for months this idea of a national emergency and they have identified

certain baskets of money that they believe can be applied to building

a border wall each each time you dip into a different basket though you're increasing

the level of potential pushback and and your potential risk for a

legal challenge so there's some baskets of money they believe they have

that they can use and nobody's going to be able to challenge them but once they go through

those baskets of money and pick up the next basket that comes with

a little more risk and then each basket after that comes with an increasing degree of risk

so as you move this money around inside they don't specific silos like

president sees it is a humanitarian and economic emergency that exists across our southern

border tens of thousands of people are being apprehended every month
